- This synopsis amends the pre-solicitation synopsis issued for draft Request for Proposal (RFP), number W31P4Q-10-R-A001 which formally closed on 30 Apr 10. Due to administrative reasons the proposed final RFP will be assigned an FY11 number and will not be issued under previously assigned number W31P4Q-10-R-0064. The US Army Contracting Command is seeking additional industry responses and comments on subsequent revisions made to draft RFP requirements by the Government as a result of comments and questions received on the draft RFP. Issuance of a revised follow-on draft RFP W31P4Q-11-R-0006 further anticipates the US Government requirement for the Engineering, Manufacturing and Development (EMD), and Low Rate Initial Production (LRIP), phases of the proposed Joint Air-to-Ground Missile (JAGM), System. The Government plans to issue follow-on draft W31P4Q-11-R-0006 on or before 8 Oct 10 with a closing date for industry responses, comments, or questions 15 calendar days after the date of issuance. The JAGM System EMD and LRIP phases are anticipated to be solicited on a limited competition and restricted basis to the two current JAGM System Technology Demonstration Phase contractors, Lockheed Martin Missiles and Fire Control Systems, Orlando, FL and Raytheon Missiles Systems, Tucson, AZ. This follow-on draft RFP W31P4Q-11-R-0006 is being issued for information and planning purposes only and does not constitute a formal solicitation for the receipt of offers. All industry information received in response to this follow-on draft RFP W31P4Q-11-R-0006 marked restricted or proprietary will be handled by the Government accordingly. All other non-proprietary or unrestricted questions and answers, including requests for clarifications in response to the draft RFP, will be publicly posted and distributed by formal amendments to the draft RFP. Responses to follow-on draft RFP W31P4Q-11-R-0006 will not be returned. No award will be made resulting from follow-on draft RFP W31P4Q-11-R-0006. In accordance with Federal Acquisition Regulation (FAR) 15.202(e), responses to this draft RFP are not offers and cannot be accepted by the Government to form a binding contract. Responders are responsible for all expenses associated with responding to draft RFP W31P4Q-11-R-0006. All interested responsible businesses are encouraged to submit a response. Responses, comments, or questions in response to draft RFP W31P4Q-11-R-0006 may be submitted by any entity including commercial firms, institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia led by such concerns. The Government encourages comments and participation by large and small businesses, small disadvantaged businesses, Hub-zone small businesses, woman-owned small businesses, veteran owned small businesses and historically black colleges and universities and minority institutions at both prime and subcontract levels.
