Description
The National Cancer Institute is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses that can provide technical and scientific resource support services to the Division of Cancer Control and Population Sciences in: specific scientific expertise; materials development and dissemination (writing, editing, and graphic support for scientific and technical publication preparation); planning, data management and analysis; scientific conference, meetings, and workshop administrative management; and liaison with the cancer control and population science research community. C.V's to be submitted must document experience in these areas within the past five years. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541711 with a size standard of 500 employees. Also, the offeror must demonstrate the ability to be available within 24 hours notice for meetings and for receipt and delivery of reports and materials to NCI's off-campus buildings, currently 6116 and 6130 Executive Blvd., Rockville, Maryland. The majority of the work for this project requires close interaction between the Contractor and NCI personnel. The writing and data analysis work assignments require frequent interaction between the Contractor and NCI staff to resolve errors and inconsistencies. Furthermore, the acquisition of information and data analysis are iterative processes, and frequent interaction between the Contractor and NCI staff are essential. Scientific and technical writing and preparation of graphs, tables and figures will also require frequent interaction between the Contractor and NCI staff. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS number. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 10 pages, with an additional 10 pages for the C.V.'s of the two senior personnel. If the personnel proposed are not current employees of the Contractor, letters of commitment must be provided. Your capability statement should include references. All capability statements must be submitted electronically no later than 2:00 pm local time on October 20, 2010 to Charles Lerner at Chaz@nih.gov. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
