- FAR 52.212-3 and DFARS 252.212-7000, Reps and Certs - Commercial Items Technical Requirements dated 10-6-10 THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL (RFP) ISSUANCE. THIS IS A SOURCES SOUGHT ANNOUNCEMENT UNDER FA8601-11-R-0003. This sources sought is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS ANNOUCEMENT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. RESPONSES ARE DUE NO LATER THAN 2:30 PM EST on 13 OCTOBER 2010. The purpose of this announcement is: 1) to announce the Government's contemplation the combining of generation, transmission, and distribution of electricity pursuant to the Economic Development Program; 2) to provide an opportunity for industry and other interested parties to provide Wright-Patterson Air Force Base (WPAFB) with a feedback on this matter; 3) to assist WPAFB in its efforts to improve its understanding of the industry and its capabilities to meet the specified requirement; and 4) to obtain possible discounted rates, and other market information, or capabilities for planning purposes. ALTHOUGH "PROPOSAL" AND "OFFEROR" ARE USED IN THIS ANNOUCEMENT, YOUR RESPONSE WILL BE TREATED AS MARKET RESEARCH; IT SHALL NOT BE USED AS A PROPOSAL. The Operational Contracting Division at Wright-Patterson Air Force Base in Ohio contemplates establishing a consolidated contract for generation, transmission, and distribution of electricity for Wright-Patterson Air Force Base (WPAFB). Under this approach a vendor would supply generation, distribution, and transmission of electricity in a single contract award. WPAFB anticipates that a combined contract should reflect a minimum discount between 5-20 percent on current load as well as a minimum discount between 20-30 percent on all new loads. The Government anticipates a substantial savings by combining the requirement and thus taking full advantage of the Economic Development Program. The Government recognizes that the distribution of electricity for WPAFB rests solely with DP&L. Currently the peak demand at WPAFB is 75.8 MW (mega Watts as of 4 August 2010) with a consumption of 40,796,184 kWh (kilo-Watt-hours from 31 Jul-31 Aug). WPAFB anticipates a load increase over the next two years estimated at 16 MW of demand and 8,000,000 kWh of consumption. Attached to this announcement are the technical requirements for WPAFB. Careful compliance with these requirements is required. CAPABILITIES PACKAGE: In order to qualify as a potential provider, sources must be certified by the Public Utilities Commission of Ohio (PUCO) and show proof of that certification as well as outlining their firm's capabilities to provide the required consolidated service. Complete capabilities packages shall include possible proposed discount on current and future loads, as well as enough information to determine meets the minimum technical requirements, along with a copy of FAR 52.212-3, Representations and Certifications. All interested firms should respond with their company name, address, and point of contact phone number. Responding parties must also indicate their size status (i.e., large, small, 8(a), woman owned, Hub zone, or otherwise classified as a small disadvantaged business) in relation to the applicable North American Industry Classification System (NAICS) code 221119. Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson.
