- Question #1 What are the actual data source formats for these five listed "databases" (i.e. DB2, Oracle, other)? Government Response: File information is available on each database website:1)SSA Death Master File - http://www.ntis.gov/products/ssa-quarterly.aspx2)GSA Excluded Parties List System - https://www.epls.gov/epls/search.do?status=current3)Department of Treasury Debt Check Database - http://www.fms.treas.gov/news/factsheets/debtcheck.html4)HUD Credit Alert System - http://www.nls.gov/offices/hsg/sfh/sys/caivrs/caivrs_faq.cfm5)HHS List of Excluded Individuals/Entities - http://oig.hhs.gov/fraud/exclusions/exclusions_list.asp The NBC currently does not have detailed formats for the required sources. It is expected that the vendor will possess and provide familiarity with these data bases. Question #2 Are connections to these five databases currently available to NBC? Government Response: Connectivity to these databases does not currently exist at the NBC. The vendor is required to assist the NBC with connectivity requirements. It is important to note, the NBC has concerns with the types of connections and security used to interface with these sources. All connectivity must utilize FIPS (Federal Information Processing Standard) 140-2 encryption. Question #3: Why is CCR not listed as a database to check? Government Response: Presidential memo does not list CCR, therefore, CCR is not currently part of the requirement. Question #4: Where does the "Federal Awardee Performance and Integrity Information System (FAPIIS)" - Location, agency and data source type - currently reside? Government Response: General Info: The Duncan Hunter National Defense Authorization Act of 2009 (Public Law 110-417) was enacted on October 14, 2008. Section 872 of this Act required the development and maintenance of an information system that contains specific information on the integrity and performance of covered Federal agency contractors and grantees. The Federal Awardee Performance and Integrity Information System (FAPIIS) was developed to address these requirements. FAPIIS is a distinct application that is accessed through the Past Performance Information System (PPIRS) and is available to federal acquisition professionals for their use in award and responsibility determinations. FAPIIS provides users access to integrity and performance information from the FAPIIS reporting module in the Contractor Performance Assessment Reporting System (CPARS), proceedings information from the Central Contractor Registration (CCR) database, and suspension/disbarment information from the Excluded Parties List system (EPLS). Agency - DOD Location: Naval Sea Systems Command Detachment Portsmouth, PO Box 2058, Portsmouth, NH 03804-2058 NAVSEALOGCEN DET PORTSMOUTH is the FAPIIS Central Design Activity that develops, designs, and maintains the FAPIIS application. Question #5: What is the actual data source format for FFS (i.e. Database, DB2 (z/OS?, Linux, UNIX, Windows?), Oracle, other)? Government Response: CICS VSAM Question #6: What is the actual data source format for FBMS (i.e. Database, DB2 (z/OS?, Linux, UNIX, Windows?), Oracle, other)? Government Response: SAP Oracle Question #7: In the RFI, it references "Data volumes in excess of 10 million records per day are to be expected" - where does this data volume come from? Government Response: This estimated volume comes from the five data base systems being monitored by the software along with client specific data. Question #8: When source data must be corrected as the result of an exception, which source data is being corrected? For example, does the DNP system correct its own local data or the source data at SSA/DHHS/GSA/Treasury/etc.? Government Response: The software will analyze the exceptions and those exceptions should be resolved in the DNP system software. Question #9: Please clarify 'best-practice library of analytics". What is expected to be contained in the "best practice library of analytics"? Government Response: We are currently looking for a software tool that has pre-built rules that match the DNP system.
