- FBO ANNOUNCEMENT: SPECIAL NOTICE ACTION CODE: <SPECIAL NOTICE> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: AB 3500 GENETIC ANALYZER OPEN MARKET ITEMS SOLICITATION NUMBER: NB831060-A-06184 RESPONSE DATE: October 21, 2010 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Applied Biosystems of Foster City, California for the additional items under other than full and open competition by the authority of FAR subpart 6.302 -1(b)(1)(i). Only one responsible source and no other supplies or services will satisfy agency requirements: The ABI 3500 Genetic Analyzer capillary electrophoresis (CE) instrument offers two major capabilities that the NIST Applied Genetics Group requires for our research in the forensic DNA and clinical healthcare communities. This instrument will be needed for both fragment analysis (human identification and clinical DNA processing) and DNA sequencing. First, the instrument is the ONLY capillary electrophoresis instrument with six fluorescent dye detection. Currently, the state of art CE instruments can only detect five fluorescent dyes. As part of our multiplex STR research and development, we have developed and validated STR assays using multiplex STR assays. By adding a sixth dye, we can greatly increase the number of markers assayed. The second major need for this instrument is the integration of Radio Frequency Identification (RFID) technology. The 3500 instrument is the ONLY capillary instrument that uses this technology. All consumable reagents used on the 3500 CE instrument are labeled with an RFID tag - the capillary, the polymerase, the anode buffer and the cathode buffer. Applied Biosystems is the only vendor that offers equipment and services off their GSA schedule that meets our technical requirements. Specifically, no other vendor can provide the AB 3500 Genetic Analyzer. The AB 3500 falls under under Category 66 with sin number 107. The AB 3500 requires open market items not on their GSA schedule, specifically: 1.SW, Genemapper ID-X full v1.2 2. 3500 Install kit 3.AB Assurance 3500 1pm 4. SW Sequencing Analysis (Initial License) As a result of the GSA item ABI 3500 Genetic Analyzer and its open market items, Applied Biosystems is uniquely qualified to meet the Government's needs. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on October 21, 2010. Inquiries will only be accepted via email to Christopher.ganey@nist gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
