- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval for Other than Full and Open Competition Contracting Organization: Department of Veterans Affairs, VISN 08, Veterans Administration Caribbean Healthcare System San Juan Medical Center. Description of Action: This is a request for other than full and open competition for a call accounting system from NEC Unified Solution Inc. The contractor will coordinate all work with the IRM/Telecommunications COTR or designee. Description of Supplies or Services: The vendor will install a call accounting system required to track all incoming and outgoing calls for quality reports, cost tracking reports, restriction of outgoing and incoming calls to telephone and faxes, and to provide monthly reports. The call accounting system is a security requirement mandate. The basic requirement is for an on-premise, call accounting system. The Call Accounting system installed shall satisfy the digital/analog voice requirements of the Department of Veterans Affairs Medical Center, San Juan, Puerto Rico. Call accounting functions shall be supported for both trunks and end user devices. The Call Accounting system shall provide continuous intra-VA voice and data service. Loss of connectivity to the Local Exchange Carrier (LEC) central office shall not affect the intra-VA capability. The Call Accounting system shall be equipped with the hardware and current commercially available release of software, at the time of cutover. Statutory Authority: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest Validity of Use of Statutory Authority: On August of 2009 an emergency up grade was done to the VAMC NEC 8000 telephone system to an NEC SV 8500. The money for this system was provided by Office of Information & Technology Telecom Engineering at Central Office. The objective of this acquisition is to install a call accounting system required to track all incoming and outgoing calls for quality reports, cost tracking reports, restriction of outgoing and incoming calls to telephone and faxes, and to provide monthly reports. The call accounting system is a security requirement mandate. NEC is the exclusive vendor of this telephone system and any other hardware or software for this product. Actions to Promote Competition: Since the manufacturer has a local company (NEC Unified Solution Inc) only one responsible source can be contacted with qualified trained engineers and technician resources to perform the work described above. Determination of Fair and Reasonable Price: The anticipated price to the Government is $62,000.00, Prices seems fair market value. Market Survey (FAR 10): NEC Unified Solution Inc is the local company provides sales and service. Only one source can be contacted for the procurement of this equipment. Other Considerations: N/A Listing of Sources that expressed, in writing, an interest in the acquisition: None. Local Manufacturer Company had to be called for qualified and trained service technicians for the work described above.
