- SOURCES SOUGHT UNDERGRADUATE / GRADUATE DEGREE PROGRAMS The National Nuclear Security Administration (NNSA) is responsible for the management and security of the nation's nuclear weapons, nuclear proliferation and naval reactor programs. It also responds to nuclear and radiological emergencies in the United States and abroad. Additionally, NNSA federal agents provide safe and secure transportation of nuclear weapons and components and special nuclear materials along with other missions supporting the national security. One of the NNSA's major facilities is the Pantex Plant, located 17 miles northeast of Amarillo, Texas in Carson County, and is charged with maintaining the safety, security and reliability of the nation's nuclear weapons stockpile. the facility is managed and operated by B&W Pantex for the DOE / NNSA Pantex Site Office (PXSO). B&W Pantex is in the process of implementing its new High Reliability Operations (HRO) business management model that fully integrates Integrated Safety Management & Human Performance Improvement. This is not a new safety program but a logical framework to better understand how existing programs support safe Pantex operations and takes these operations to the next level of system safety. Of the four key elements of HRO, Knowledge of Knowledge is focused on learning and applying key learning objectives to improve Plant performance. The Pantex Plant has over 3,000 employees working within high technology facilities to support this initiative, which by necessity requires a very diverse and multi-skilled workforce. To fully implement the HRO business model, the Pantex Plant needs to "bring the university to Pantex". Therefore, B&W Pantex and the PXSO are interested in seeking out a university, or universities, that are willing to establish both undergraduate and graduate degree programs in the local Texas Panhandle region (i.e. - Bring the University to Pantex). As science, business and engineering degree programs have unique lab requirements usually requiring student residency for a portion of the degree program, the interested universities should consider establishing "out of box" solutions by partnering with existing local community colleges and universities to ensure these residency requirements can be met within the local region. Additionally, due to the unique degree programs required, the universities should consider using Adjunct professors from other universities and from within the NNSA complex itself. And lastly, due to the unique work environment, employees work long hours and travel from many fairly distant locations to support this remote site; therefore, consideration should be given to using alternate teaching schedules, such as evening classes and weekend classes, and if at all possible, teaching classes on the complex's premises. The degree programs sought (undergraduate / graduate) are as follows: ENGINEERING: Mechanical, Electrical, Civil/Structural, Chemical (with emphasis in High Explosives), Computer, Nuclear, Environmental, and Industrial. SCIENCE & BUSINESS: Occupational Safety & Health, Industrial Hygiene, Toxicology, Chemistry, Biology, Health Physics, Industrial Education, Accounting, Business Management, and Project Controls.
