- U.S. DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) AMENDMENT 1 October 14, 2010 The purpose of this amendment to synopsis DTNH22-10-R-00428, entitled: National Level Vehicle Data/Statistics to Support NHTSA Database and Analysis is to revise as follows: The National Highway Traffic Safety Administration (NHTSA) intends to negot iate a firm fixed price Request for Quote (RFQ) w ith RL Polk to provide National Level Vehicle Data/Statistics. The contractor shall provide the following data: 1). National and State level vehicle population data for domestic cars, light trucks (Gross Vehicle Weight Rating less than or equal to 8,500 lbs.) P rovide a count of domestic vehicles in operation as of July 1 by make, series, body style, engine size (Cubic Inch Displacement (C.I.D.) and number of cylinders), model year, wheelbase size, curb weight, front wheel drive, transverse engines, automatic brake system and standard wheel size. (See CLINs No: 1001, 2001, 3001, 4001, and 5001.); 2) National level registration data on new domestic cars and light trucks by Model year within each calendar year ; 3) National and State level motorcycle census data. This data must include: Make, model, displacement and vehicle count for the calendar year. (See CLINs No: 1001, 2001, 3001, 4001, and 5001.) ; 4) data for vehicles in Gross Vehicle Weight (Weight) Class 3 through 8 annually. The annual statistical data provided shall include domestic vehicles in operation as of December 31 by GVW, year of model, vehicle company name, make, series, model, vehicle type, cab configuration, wheels driving, front axle, rear axle, brake type and carrier type; and, 5) provide a summary/description of any associated datasets (conversion tables, etc.) to accompany each of the datasets described above. Interested firms should identify their capability to provide the necessary data as described above. The written response must include detail information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one's ability to provide the necessary data will not be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from RL Polk on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 7 days from the date of publication of this notice amendment. Please submit capability statements in writing via e-mail to NHTSAOAM@dot.gov no later than October 21, 2010.
