- SOL-660-10-000003-3 1.BASIC FUNCTION OF THE POSITION The essential functions of the Senior Health Advisor at USAID DRC are twofold: first, to advise Mission Management and represent the Mission in host-country, donor and inter-agency coordination on health sector strategy, policy reform and program planning, monitoring and evaluation; and second, to manage the Mission's Health Office during extended periods of absence or vacancy of the Supervisory Health Officer (US Direct Hire, USDH). Subject to approval of USAID/Washington, the necessary waivers will be obtained to empower the incumbent with supervisory authorities otherwise reserved for USDH. The Senior Health Advisor will have the responsibility to help strengthen and advance health sector reform and development in the Congolese context and will serve as a key technical expert, resource and program manager for activities under the rapidly growing Health portfolio. Responsibilities may include a full range of management, planning, program design, advisory, and administrative functions for health-related activities. The Senior Health Advisor will report to the Mission Director on policy and technical matters, and on management and coordination issues. As a senior-level advisor and technical expert, s/he will also exercise significant independent judgment on matter of policy and technical direction and will make decisions that ensure successful program implementation. Moreover, s/he may be required to provide policy analysis and options as requested by senior Mission management and other U.S. Government officials through Mission management. The Senior Health Advisor will also represent USAID, as requested and appropriate, at meetings with Congolese officials and technical counterparts, donors, non-governmental organizations, beneficiaries, and implementing partner staff. The work is challenging because of the complex social, political, and security environment in which USAID implements its activities in the DRC. The Senior Health Advisor must be able to rapidly assimilate, analyze and respond to rapidly changing circumstances and help guide USAID projects to achieve optimal results. S/he must be proactive and innovative in bringing state-of-the-art technical practices to Congolese development context. Cross-cultural communications, cultural sensitivities, and outstanding communication and interpersonal skills are essential for success. 2.DUTIES AND RESPONSIBILITIES The Senior Health Advisor serves as the senior technical and policy analyst in this sector and contributes directly to policy and planning decisions. S/he identifies health priorities and coordinates with other Mission staff to maximize synergies across portfolios, including education, social protection, democracy and governance, and humanitarian activities. The Senior Health Advisor's specific duties and responsibilities are as follows: a.Policy and Program Liaison Under the General Direction of the Mission Director and in coordination with the Supervisory Health Officer: -Serve as a Mission technical expert and adviser concerning health issues affecting the DRC. -Provide expert technical review and recommendations regarding a wide range of program materials and work products produced by implementing partners such as surveys, studies, analyses, consultant reports, clinical guidelines and protocols, teaching materials for health professionals, health sector management and planning tools, sub-grants, etc. -Provide expert analysis, advice, and recommendations using available demographic and health data to help inform development of U.S. government (USG) policy and design of assistance interventions -Establish and maintain strong and effective working relations and coordination with senior level representatives and technical leaders from a wide range of stakeholders including the DRC's Ministry of Health and other local institutions, implementing partners (contractors and grantees), donor organizations, United Nations agencies, non-governmental organizations, the U.S. Embassy in Kinshasa and USAID Washington (e.g. Global Health Bureau, Africa Bureau, Food for Peace Program). -In consultation with Mission Management, advise U.S. Embassy Kinshasa, senior USAID Washington personnel and technical offices, and the Government of the DRC regarding key health development-related issues affecting policy, strategic planning, technical advice, programming, activity design, budgeting, implementation, monitoring, managing for results, and other USAID program management matters. -Collaborate with the Inter-Agency HIV/AIDS PEPFAR Coordinator, the Global Fund Liaison and the Inter-Agency Malaria Program Coordinator. -Represent USAID in donor coordination meetings and technical working groups and contribute to leadership of multi-actor coordination activities. -Represent USAID DRC at local, regional and international meetings/seminars/conferences, and via conference calls and correspondence, as related to health issues. b.Health Office Management and Supervision Manage the Mission's Health Office during extended periods of absence or vacancy of the Supervisory Health Officer: -When serving as Health Office Team Leader, provide guidance and substantive inputs in the formulation of USG policy and strategy involving the achievement of Health and social development objectives. -S/He leads supervision of the Health program's budgeting, planning, design, procurement, implementation, evaluation and monitoring, as well as reporting -Manage and assume responsibiltiy for the performance monitoring and evaluation of current activities, as well as the conceptualization, design and implementation of new health activities that respond to the Congo's extremely fluid political environment. -Serve as a USAID contact with Health implementing partners, host-country counterparts, donors and local NGOs, and related USAID/Washington Offices. The Senior Health Advisor may be requested to undertake site visits throughout the country to monitor programs and inform program design. -Directly supervise, recruit and plan for the professional development of USDH, Fellows and FSNs, setting work objectives, balancing workloads, and offering technical and administrative guidance as needed. Serve on evaluation and performance review committees and provide 360 feedback for colleagues and subordinates at post. -S/He participates in the Health working group responsible for the development of relevant portions of the Operational Plan; coordinating with other U.S. Government agencies on program planning and implementation issues; and participating on various selection/planning/management committees. -Contribute to the preparation of the Annual Report, CBJ, strategic planning documents, results frameworks, performance monitoring plans, reports, budgets, activity reviews, activity approval memoranda, checklists and success stories related to Health programs. -Serve as the Contracting Officer's Technical Representative (COTR), Agreement Officer's Technical Representative (AOTR) or as a Project Activity Manager for selected activities with all attendant technical and administrative responsibilities as delegated in the COTR or Activity Manager designation letter. -Perform other tasks as required by the Mission consistent with the overall scope of a technical expert and advisor in health as defined herein. -S/He may be called upon to represent the Mission's Health programs to other donors, non-governmental organizations, host-government counterparts and private sector groups. -Work closely with the Offices of Acquisition and Assistance and Financial Management to initiate and track all procurement actions. Communicate regularly with the USAID/East Africa/Regional Acquisition & Assistance Office and Regional Legal Advisor on COTR/AOTR responsibilities; draft statutory checklists, waivers and justifications.
