- SEWS support requires contractors to propose and implement SEWS architectural solutions within three different Theater Areas of Responsibility (AORs) (USEUCOM, USCENTCOM, and USPACOM regions), that pertain to any and all SEWS related issues for US and foreign partner sites, as well as provide hardware, software, and communications support services to existing US SEWS facilities and FMS/Foreign Military Financing (FMF) customers. Activities include, but are not limited to, engineering and design efforts, design reviews, procurement, other logistics support, test, installation, sustainment, and training of SEWS. The SEWS program is a mission-critical early warning system that includes software applications, databases, servers, client workstations, and communications circuits, and wide area networks hosted on an open architecture. The tasks required include engineering and administrative support of the SEWS program in the areas of FMS case development, export control a! nd compliance with the International Traffic in Arms Regulation, planning, equipment acquisition, configuration management, equipment installation, maintenance and sustainment, training (including 24/7 help desk and system monitoring), lifecycle logistics support, Research and Development (R&D) initiatives--focused primarily on system modernization and integration of new COTS and GOTS systems, systems/sustainment engineering, and software development and modification. SEWS is designed to provide and display US Missile Event Information (MEI) to SEWS foreign partners and Theater COCOMs. SEWS is a project that supports early warning for foreign partners by distributing data from existing US missile warning systems. The SEWS focus is on timeliness, distribution and assured delivery of existing missile event feeds to COCOMs and partner nations, consistent with US foreign policy.
