Description
This notice is issued by the NASA/DFRC to post a potential Government requirementvia the internet, and solicit responses from interested parties. This document is forinformation and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. The NASA Dryden Global Hawk Project Office has a requirement for a four portKu-Transportable Earth Station Antenna System designed for worldwide operations. Thevendor will be required to integrate the GFE L-3 Communications West Generation 3 SATCOMmodems into the ground terminal.Interoperability Parameters for NASA GH Airborne SATCOM TerminalThe Ku-Band SATCOM Surface Terminal shall be interoperable with the NASA GH AirborneSATCOM Terminal. The interoperability parameters of the NASA GH Airborne SATCOM Terminalare provided below:1. Transmit Freq Range:14.0 GHz to 14.5 GHz2. Receive Freq Range: 10.95 GHz to 12.75 GHz3. Frequency Tuning Steps: 1 kHz Steps4. Modulation: Compatible with ViaSAT MD-13665. FEC: Compatible with ViaSat MD-1366 6. Encapsulated Ethernet Framing: Compatible with ViaSat MD-1366 EBEM Ethernet ServiceExpansion Module (ESEM)7. Encryption: NoneFollowing are the Ku-Transportable Earth Station Antenna System requirements: 1. The system will meet all commercial satellite transmission standards.2. The system will be capable of Bi-directional data rates up to 49 Mbps.3. The mount configuration will be an Elevation over Azimuth system.4. The Elevation Drive Type will be a motorized.5. The Elevation Travel Range will be between five to ninety degrees.6. The Azimuth Drive Type will be a motorized.7. The Azimuth Travel Range will be +/- 135 degrees from center.8. The system will be capable of auto-tracking, Ephemeris tracking, and auto acquisitionof satellites (GEO, Inclined).9. The system will be capable of providing fault/failure indications locally or remotelydepending upon operational scenario. 10. The system will have redundant backup capability (will identify with vendor).11. The system will include a Satellite Antenna Controller (with remote control option).12. The system will include a Ku-Band Polarization Waveguide Kit.13. The system will include a Polarization Motor Kit.14. The system will be air transportable C-17, C-5.15. The system will be capable of being deployed and stowed within 1 hour with twopersons and no special tools.NASA is looking for commercially available hardware to meet this requirement. This is not a request for proposal, quotation, or invitation for bid notice and isintended for information and planning purposes only. NASA does not intend to make anyawards on the basis of this RFI. NASA will not provide reimbursement for costs incurredin responding to this RFI. NASA will evaluate submissions for its own purposes in structuring potential futureactivities. Proprietary and trade secret information submitted in response to this RFIshould be clearly marked. Subject matter experts and other personnel involved inevaluating responses that contain proprietary information will be precluded from futureactivities that may pose a conflict of interest with respondents or other interestedparties. NASA may contact respondents to this RFI if clarifications or additionalinformation is desired. Submissions under this RFI do not bind NASA to any further action other than theprotection of any proprietary or trade secret information provided. All futuresolicitations are subject to availability of funds and program direction of NASA or othergovernment agencies. This announcement contains all information required to submit aresponse (see above). No additional forms, kits, or other materials are needed. Although, NASA will not consider classified submissions through this solicitations,special arrangements can be made to if requested in writing. NASA will use submittedmaterials to inform its decisions on program development, to include future solicitationsand research areas. However, NASA will not release any individual RFI responses,proprietary information, or trade secret information identified as such in any of the RFIsubmissions. Submissions have the following formatting requirements: Microsoft PowerPointpresentation (.ppt) or portable document format (.pdf) formatted documents not to exceedten(10) slides. Responses must include the following: name and address of firm, size of business; averageannual revenue for past 3 years and number of employees; ownership; whether they arelarge, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; and number of yearsin business.
