- NAICS Code: 511210 The U.S. Environmental Protection Agency (EPA) Office of Criminal Enforcement Forensics and Training (OCEFT) intends to award a sole source fixed-price Purchase Order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures toCEBOS, for the purchase, installation, on-site and webinar training of 102 employees and additional support for the CEBOS, MQ1 Business Management Systems Software. The Period of Performance for this procurement is January 2, 2011 with functionality by May 31, 2011. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that the MQ1 Business Management Systems Software is uniquely qualified to meet the Government's requirements. The required software includes a base package for process, type, navigation builder, account management, and modules for audit scheduling/tracking, document control and automation, training schedules, certifications tracking, statistics problem solver, risk management, and work/project management. The software is also ISO 9001:2008 certified, passes EPA's cyber information security requirements found in FISMA's (FIPS 2000), NISTS's (800-53A Revision 1) and OMB's Circular A-130, section 8b(3) and has the capability to migrate, automate, integrate and streamline data from module to module through secure servers. Notwithstanding, any firm that believes it is capable of meeting EPA's requirements as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government.
