Description
THIS PROCUREMENT IS A "BUY INDIAN ACT" SET-ASIDE. This notice is released to announce issuance of Request for Quote (RFQ) SOLICITATION DOCUMENT NO. RBH00110001, Western Shoshone Enrollment Project, for the Bureau of Indian Affairs (BIA), Western Regional Office (WRO), Phoenix, Arizona 85004. The solicitation package is made available on the "fedbizopps.gov" website. Potential quoters are to be responsible to download the solicitation notice, solicitation RFQ document, and any and all subsequent Amendments issued to the solicitation document. Telephone requests for the RFQ documents will not be accepted. Buy Indian Act Quoters MUST have, and maintain, "active" registration in the Central Contractor Registration (CCR) in order to be considered for award from the Federal Government. To register or to learn more about the CCR, go to website "www.ccr.gov". The BIA WRO intends to award a Fixed Price Service Contract. The procurement method is under FAR Part 12 Commercial Items. The primary purpose of the project is to allow the Government to make a determination of eligibility or ineligibility to share in the distribution of judgment funds under the "Western Shoshone Claims Distribution Act", Public Law 108 270 and 25 CFR Part 61. WRO is to prepare a Judgment Fund Per Capita Roll for the distribution of the Western Shoshone Judgment funds. The contractor's employees must be able to obtain a positive result for an initial Security Background Screening, followed by a positive Background Investigation. The contractor shall provide all labor, supervision and services to complete the requirement. The contractor's services are to be provided in Government office space at the BIA Western Regional Office, 2600 N. Central Avenue, Phoenix, Arizona 85004-3050 location. The Contractor's services are to include the review and recommendation on the eligiblity, or ineligibility, of up to approximately 2,500 individual applications that have been submitted to share in the distribution. The Government will make the final determination of eligibility or ineligibility. Award for the Base Requirement will be made for the review and an eligiblity or ineligibility recommendation for a minimum of 2,000 enrollment applications. In increments of 100 applications, there will be a possible approximate 500 applications that may be included with the Base Requirement award. The Government reserves the right to award, in any combination of 100 applications, up to a total of 500 applications, to the Base Requirement. The performance period for the Base Requirement will be 100 work days, beginning approximately on December 1, 2010, through April 25, 2011. The performance period for possible Incremental award of additional 100 applications will be as follows: 1st possible 100 applications - April 26 through May 3, 2011; second possible 100 applications - May 4 through May 10, 2011; third possible 100 applications - May 11 through May 17, 2011; fourth possible 100 applications - May 18 through May 24,2011; fifth possible 100 applications - May 25 through June 1, 2011. The Due Date (closing date) for receipt of quotes is November 15, 2010, Monday, Close of Business (4:30 PM) Phoenix, Arizona local time. Potential quoters will be required to submit quotes on/or before November 15, 2010 as follows:a. Fax No. 602/ 379-6763, Attention: Paul Robinson, Contract Specialist; or b. Fed-X or U.S. Mail to the following address: BIA Western Regional Office, Division of Acquisition Mail Stop 230, 2600 N. Central Avenue, Suite 400 Mailroom, Phoenix, Arizona 85004-3050. Techincal questions must be submitted ten (10) calendar days before the RFQ Due Date. E-mail all questions to the following address: paul.robinson@bia.gov. The response to questions will be posted on the fedbizopps website for review and consideration by all interested parties.
