- The Federal Bureau of Investigation intends to award a non-competitive, sole source purchase order to Collaborative Testing Services (CTS), 21331 Gentry Drive, Sterling, VA 20165 for a subscription for proficiency testing services for 2011. Proficiency testing shall be provided by CTS in the following core areas: Breath Alcohol Testing controlled substances, crime scene (bloodstain pattern), serology, DNA, firearms, tool marks, imprint/impression evidence, fiber, latent prints, paint, glass, flammables (fire debris), questioned documents, and toxicology (blood/alcohol, drug). Proficiency testing is a requirement to maintain the FBI Laboratory's accreditation by the American Society of Crime Laboratory Directors, Laboratory Accreditation (ASCLD/LAB). Through this accreditation the Laboratory is currently bound by the ASCLD/LAB-International program and must comply with the standards outlined in the ASCLD/LAB-International 2006 Supplemental Requirements for the Accreditation of Forensic Testing Laboratories and the International Standard ISO/IEC 17025. ASCLD/LAB-International requires that proficiency tests must be purchased from vendors that have met ASCLD/LAB-International's strict criteria for the production of proficiency tests. Currently CTS is the only approved provider for crime scene (bloodstain pattern), firearms, tool marks, imprint/impression evidence, latent print, and questioned documents. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Monday, October 25, 2010, via facsimile to the attention of Ms. Lynda M. Theisen, Contracting Officer, at (703) 632-8480. E-mail quotes will also be accepted at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
