Description
This notice is issued by NASA/JSC to post a sources sought synopsis via theinternet and solicit responses from qualified interested parties. This effort is a follow-on contract. The current contract was awarded to BastionTechnologies. The follow-on contract will be awarded as a Competitive 8(a) set-aside. The small business size standard for this acquisition is annual revenues of $25 milliondollars or less.This sources sought notice is for market research purposes only and to also allowIndustry the opportunity to verify reasonableness and feasibility of the requirement, aswell as promote competition. Summary: NASA/JSC is seeking Potential Offerors/Contractors that shall provide functions andproducts that establish and maintain configuration management of products of theEngineering Directorate (EA), Offices, and Divisions. The Potential Offerors/Contractorsshall provide CM functions for the Engineering Directorate, Offices, and Divisions byperforming the following functions:1.Configuration Management Receipt DesksCM Receipt Desks shall be utilized as the central locations for providing CM changecontrol functions throughout the Directorate. The policies and procedures implementedshall be consistent with Engineering Directorate processes. CM receipt desk tasksinclude:a.Process and track change paper via an electronic database that provides loggingand tracking of all documentation b. Process and track requests to for inputs in response to Directorate Actions;Government-Industry Data Exchange Program (GIDEP) Alerts, Certification of FlightReadiness (CoFR) activities; Technical, Cost and Schedule Reviews (TCSRs); Metricsactions, budget cycles, Internal Task Agreement (ITA) activities, and other similaractions. c.Provide notification and coordination of information associated with change paper(for example, change requests, evaluations, directives) and configuration managementproducts (for example, project life-cycle products). 2. Configuration Control BoardsConfiguration control boards (CCBs) shall be utilized for providing configuration controlof Directorate products. Configuration control boards may be held at the EngineeringDirectorate-, Office-, and Division-level and additional lower-level boards delegatedfrom a respective CCBConfiguration control board tasks include:a.CCB Executive Secretary function consisting of 1) establishing and implementingCCB infrastructure and processes, 2) advising CCB Chair on CCB policy and procedure, and3) issuing directives in response to change requests.b.CCB facilitation function consisting of 1) processing change requests,evaluations, directives, waivers, actions, documents, and presentations submitted to theboard; 2) distribution of material to indicated reviewers for evaluation, 3) agendacoordination and publication; 4) utilization of an on-line real time agenda managerduring meetings when requested; 5) creation of and distribution of minutes; 6) trackingof actions and review item dispositions; and 7) archival of meeting documents, such asagendas, presentations, minutes, and other meeting materials.3. Configuration Verification and ReconciliationConfiguration verification and reconciliation shall be conducted to provide verificationof end-items' and deliverables' configuration.Additionally, version consistency andcontrol shall be verified for Directorate products (such as hardware, software,documentation). Configuration verification and reconciliation tasks include:a.Review change records, requirements documents, engineering drawings, verificationdocuments, acceptance data packages, and corrective-action and problem-reportingdocuments. Specific tasks include 1) review in terms of readiness to proceed and 2)identify process and products gaps.b.Review product documentation for as-built versus as-designed reconciliation. Specific tasks include 1) documentation of discrepancies between documents and hardware,2) summarizing and reporting findings, and 3) generation of functional and physical auditreports.4. Configuration Management Requirements and ProcessesDevelopment and documentation of CM requirements and processes for the Directorate,Offices, and Divisions shall be conducted. CM requirements and processes tasks include: a.Provide configuration management consultation regarding approaches,implementation options, and operations for CM policies and procedures.5.Documents and Records ManagementOfficial documentation records shall be maintained in accordance with JPR 1281.5 Documentand Data Control, JSC 27678 Organizational Master List Instructions, JPR 1440.3C JSCRecords Management Procedural Requirements, and EPR 1410.2, Engineering DirectorateDirectives System. Documentation and Records management tasks include:a.Establish and conduct document release processes for Directorate, Office, andDivision documentation and quality records. Specific tasks include 1) serve as theEngineering Directorates Organizational Directives Coordinator, 2) serve as theDirectorates Records Liaison Officer, 3) serve as Master List Custodian for Engineeringorganizations, and 4) maintain the Directorates directive system, including assigningand tracking Directorate-, Office-, and Division-document numbers.b.Operate and maintain records centers for release and archival of Directorate-,Office-, and Division-documents. Specific tasks include 1) assistEngineering-organizations with the establishment of a document release process withcommon practices that establish a consistent release process within the Directorate and2) implementation of the document release process.c.Coordinate within Engineering and with the Center for the review of Engineering,Center, and Agency directives, policies, and standards. Specific tasks include 1)coordination of the Directorates review, 2) recording and tracking Engineering-submittedcomments, 3) tracking Engineerings response to comments for those documents for whichEngineering is the author, and 3) submitting Engineering inputs to the Center inaccordance with Center policies and procedures.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 PM, November 20,2010. Oral communications are not acceptable in response to this notice.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential Offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation.
