Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR LEASE OF A SEISMIC SOURCE AND ACQUISITION SYSTEM. The Naval Research Laboratory (NRL) intends to award a contract on the basis of other than full-and-open competition to Exploration Electronics, Ltd for provision of a seismic source and acquisition system and personnel necessary to operate the system to collect and record seismic data in support of the NRL diapycnal mixing project using seismic oceanography in the Agulhas Return Current. The required system shall be available for deployment on a research vessel off the coast of South Africa in January and February of 2011. The required system shall include both a seismic source subsystem and a 1200-meter streamer subsystem. The seismic source subsystem shall include the following minimum characteristics: at least two 210 cubic inch GI guns, powered by an accompanying air compressor capable of firing the guns at 15-second intervals, and blast phones connected to a shot box to adjust firing timing. The streamer subsystem shall, as a minimum, include 96 channels, channel intervals of 12.5 meters, hydrophone depth controllers at 150 meter intervals, compasses, a 1 millisecond sample rate, record lengths of 10 seconds, and an SEG D 8058 rev 1 data format. Vendors who feel capable of providing the supplies stated above within the allotted time frame shall fully identify their interests and submit written data or other verifiable documentation that demonstrates conclusively their capabilities to provide the stated requirements within 10 days after publication of this synopsis. Responses received after 10 days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered.
