Description
The Space and Naval Warfare Systems Command (SPAWAR), in support of theProgram Executive Office - Command, Control, Communications, Computersand Intelligence (PEO-C4I), Tactical Networks Program Office (PMW 160),intends to issue a Request for Proposal (RFP) for the procurement of theAutomated Digital Network System (ADNS) - Increment III (INC III) productionunits based on Government provided Technical Data Packages. ADNS provides surface, submarine, shore and airborne platforms access to thetactical Wide Area Network (WAN) for Navy Internet Protocol (IP) networkoperations. ADNS INC III shall provide an all Internet Protocol (IP) convergedvoice, video, and data solution, with the ability to transport non-IP legacyapplications. ADNS INC III afloat systems will support 25-50 Megabits persecond (Mbps) aggregate throughput, depending on variant, and efficientlyallocate network bandwidth through the use of dynamic bandwidthmanagement. The ADNS INC III procurement will be conducted under full and opencompetition. The Government anticipates a single award contract with one one-year base period and four one-year option periods. The contract will includefirm-fixed price (FFP) CLINs for ADNS INC III full rate production units forsurface, shore Naval Operations Center (NOC), submarine and submarineshore Broadcast Control Authority (BCA) variants. The contract will alsoincludeFFP CLINs for ADNS INC III hardware kits for Marine Air Ground Task Force(MAGTF), Fiber Optic Modem (FOM), Combined Enterprise Regional InformationExchange System-Maritime (CENTRIXS-M) and Sensitive CompartmentedInformation (SCI) Network enclave router components as well as submarinemounting kits. The contract will also include cost plus fixed fee (CPFF) CLINsfor associated ADNS INC III engineering support services. A draft RFP for this procurement is estimated to be issued in November 2010with the final RFP to follow in December 2010. Draft and final RFPs will beavailable to interested parties, along with any amendments issued, solely onthe SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil/. Contract award is estimated for November 2011.Any projected proposal due dates and times in this synopsis and anysubsequent updates are estimates only; the actual proposal due date and timewill be established in the final RFP.
