Description
Combined Synopsis Solicitation CLIN Structure Statement Of Work This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number HSCG79-10-R-T10001, in accordance with FAR Part 12. This solicitation is for Ku-band airtime/bandwidth, installation support service, teleport access, Network Operation Center (NOC) operation with 24 X 7 telephone support, and training services for an iDirect-based (or equivalent), Ku-band, maritime data communications system to support the Coast Guard's large cutter fleet. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46, Effective 29 September 2010. The North American Industrial Classification System (NAICS) number is 517410 and the business size standard is 750 employees. Women owned and disabled veteran owned small businesses are encouraged to submit proposals. A five-year Indefinite Delivery/Indefinite Quantity (IDIQ) Contract will be awarded. Contractors shall not propose travel costs. Listed travel costs are for evaluation purposes only. Individual Task Orders will be issued upon award of the IDIQ Contract as Firm-Fixed Price Task Orders. The Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Statement of Work (SOW) is hereby attached as a separate document (Attachment 1) for all products/services to be provided under this requirement. Attachment 2 is the CLIN structure for pricing proposals and attachment 3 is the combined synopsis solicitation in it's entirety. The purpose of this contract is to obtain: •Airtime - Ku-band airtime and bandwidth for an iDirect-based (or equivalent), Ku-band, maritime data communications system. •Installation Support - On-site Ku-band installation technician support during Ku-band hardware installations aboard Coast Guard cutters. •Teleport - equipment and service required to access the Ku-band signals. Contractor teleport(s) shall support Coast Guard Multi Protocol Labeled Switching (MPLS) equipment (Cisco routers); the Coast Guard will provide backhaul circuits from the Contractor's teleports to connect the MPLS ring. •Network Operation Center (NOC) - Facilities and staff to provide 24x7 support of Coast Guard Ku band operations. This shall include active monitoring of Ku-band communication links and terrestrial connections to the Coast Guard's MPLS network, 24-hour support to CG tier-two support personnel, and assistance with dynamic bandwidth allocation among Ku-band users. •Training - The Contractor shall develop a Quick Response Card and provide Ku-band teleport operation on-site training. All questions shall be submitted via email to Thomas.W.Howcroft@uscg.mil on or before 1600 EDT, 26 Oct, 2010. If an offeror does not submit their question/s by 1600 EDT, 26 Oct, 2010 they run the risk that their question(s) may not be answered. It is the offeror's responsibility to ensure their offer is received (in total) by the proposal DUE DATE OF Nov 8, 2010 by 1200 EST. Offerors are hereby notified that if your proposal is not received by the date, time and location specified in this announcement, it will not be considered. All proposals shall be submitted in sufficient time to ensure it reaches the Contracting Officer prior to the deadline of 1200 EST, 8 Nov 2010. Please note: the reliance of using regular mail, UPS or Federal Express may cause "un-excusable" delays due to the DHS mail delivery system.
