Description
US Army Corps of Engineers (USACE), Middle East District is contemplating a Limited Competition Request for Proposal (RFP) acquisition for Transportation Services of light-armored vehicles (LAVs) in Iraq. No formal solicitation exists at this time, but one may be released at a later date depending on the responses received from this sources sought notice. If a solicitation is released at a later date, a Firm-Fixed-Price contract type is being considered. The Period of Performance will be a base period from 15 Dec 2010 through 15 June 2011, with two, 3-month options. The requirements for the LAVs are as follows: 1.Initial Requirements "Contractor shall provide fully mission-capable LAVs in good mechanical condition, with a preferred model year of 2007 or newer. These requirements shall also pertain to any replacement vehicles that may be required. "LAVs shall be diesel-powered & 4-wheel drive. "LAVs shall provide protection IAW the National Institute of Justice (NIJ) Level 3 (B6) protection (this shall include at a minimum: armored against land mines, non-flattening tires & complete cabin protection against 7.625x51mm lead core steel jacket bullets). "All LAVs shall contain the following equipment at a minimum: i.Fire extinguisher ii.Red-Cross approved First Aid kit iii.All-Terrain flat free steel belted radial tires iv.2 inflated (full size) flat free spare tires v.Commercial/heavy duty factory installed heating/cooling system vi.Side view mirrors vii.Seat belts 2.Maintenance "Contractor shall conduct full vehicle service & inspections on all LAVs as well as make any necessary repairs to ensure vehicle availability at all times to support the USACE mission. "The Government will provide pre-established Vehicle Service Centers (VSCs) at the following locations: Mosul, Tikrit, Tallil and Basrah. However, the contractor must provide all labor, tools (other than those provided as Government-furnished), supervision, reporting, equipment, materials and other items necessary to perform vehicle maintenance. 3.LAV Quantities "A minimum of 30 LAVs or up to a maximum of 45 LAVs shall be delivered to Victory Base Complex, Camp Wolfe, Baghdad, Iraq beginning December 15, 2010. The contractor shall provide a minimum of 4 LAVs per day until the 154 vehicle total is met. This requirement total is through March 30, 2011. "Beginning Mar 31, 2011, the vehicle requirement will drop to 101 LAVs. "Ending June 15, 2011, the LAV total requirement will drop to 64 LAVs. Interested offerors must submit a brief but complete Capabilities Statement that demonstrates the companys capabilities to perform these requirements NLT 5 November 2010. Evidence shall be submitted that demonstrates the companys ability to deliver the minimum of 30 LAVs and up to a maximum of 45 LAVs NLT 15 December 2010 and associated required maintenance and inspection services. The capabilities statement shall also demonstrate the companys ability to provide a minimum of 4 vehicles, up to a maximum of 6 vehicles, per day beginning 1 Jan 2011 continuing until the total vehicle requirement is met. This is a request for information only and your response shall not constitute an offer. This request for information does not commit the Government to pay for any costs incurred to prepare your submission. All responses shall be submitted to Ms. DeEtra Warchola @ deetra.c.warchola@usace.army.mil NLT 1200 hours, Eastern Time, 5 Nov 2010. If the determination is made to conduct a limited competition, then only those companies who respond with a complete Capabilities Statement and evidence that the minimum and maximum vehicle totals can be delivered beginning 15 Dec 2010 and the required 4 vehicles per day until the total vehicle requirement is met shall be considered for inclusion in the limited competition.
