Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0001 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98108, on an other than full and open competition basis to allow for studies in support of the P-8A aircraft. This order will provide planning and analysis required to evaluate the fatigue life impacts of the Advanced Airborne Sensor (AAS) on the baseline P-8A aircraft weapon system and prepare for future full scale fatigue testing. The contract action requires expertise in both P-8A and AAS engineering, integration and testing. Award of this approximately twenty-five month effort is anticipated in the April 2011 timeframe. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order based upon responses to this notice is solely within the discretion of the Government.
