- NOTICE REVISION 02 (26 OCT 2010) This notice is to revise the expected Proposal Submittal date and provide aRevised Performance Work Statement (PWS) dated 25 OCT 2010. FSC: J017NAICS: 541330 $70.5M PROCUREMENT STATUS NOTICE: Space and Naval Warfare Systems CenterPacific (SSC Pacific) intends to procure technical services to systems andprograms supported by Airspace Systems Division. The Division is seekingsources to provide support to several DoD and non-DoD Commands for a widevariety of Airspace Systems, Command, Control, Communications, Computers,Intelligence, Surveillance and Reconnaissance (C4ISR) Systems, MATCALs/ATCALs, and Mobile Fixed /Tactical Fixed Systems. The scope of this effort includes Restoration, Operational, Maintenance,Engineering, Overhaul, Installation, Integrated Logistics, In-ServiceEngineering, and Cognizant Field Activity services to support the systems andprograms supported by the Space and Naval Warfare Systems Center Pacific(SPAWARSYSCENPAC), Airspace Systems Division. A revised "DRAFT" Performance Work Statement (PWS) can be reviewed at:SPAWAR E-Commerce Central. This procurement will be a single award,indefinite quantity indefinite delivery (ID/IQ), Cost-Plus-Fixed-Fee (CPFF)typecontract. SSC Pacific anticipates issuing a solicitation for a three-yearperiod ofperformance. A minimum guarantee is applicable. The estimated effort foreach contract year is approximately 297,792 labor-hours, for a total 893,376labor hours in the three year period. The estimated contract value/ceiling is$70.5M As a result of market research conducted and the Sources Sought responses, adetermination has been made to set-aside the acquisition for Small Businessbased upon respondents' capability, capacity, and relevant experience tosupport communication and electronic equipment specifically associated with AirTraffic Control, Precision Approach and Landing, Navigational Aids, andCommand, Control and Surveillance systems installed on tactical, mobile, ship,shore, and airborne platforms used for Airspace management in the GlobalWar on Terror (GWOT). An Industry Day was held on 09 August 2010. Subsequent to the Industry Day,the Questions and Answers, and the Attendee lists were posted to the SPAWARE-Commerce Central (E-CC)website SPAWAR E-Commerce Central. Further, aDraft Performance Work Statement (PWS) had been posted. Due to some significant policy and procedural changes implemented in theFAR, DFARS, NMCARS, and Department of Defense over the past few weeks,the schedule for issuance of the Request For Proposal (RFP), a revised PWS,and attendant documents has been revised. The Solicitation is expected to be issued on or about 22 November 2010. Nohard copy versions of the solicitation will be available. All portions of thesolicitation not requiring a secret clearance will be available for downloadingand viewing at the E-CC website. Any portions of the solicitation requiring asecret clearance will be mailed to the cleared facility in accordance withgovernment procedures for external transfer of classified material.
