Description
U.S. Department of Veterans Affairs (VA), Office of Public and Intergovernmental Affairs (OPIA) Web Trend Analysis. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The purpose of this Request for Information (RFI) is to identify qualified contractors who are able to meet VA's requirements, determine if commercial items are available or, could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. OPIA is responsible and accountable for oversight and management of the departments messaging efforts. This includes but is not limited to VA's internet presence and any other web base communication technologies. OPIA resources include a staff of 75 full time employees concentrated on media products and media relations. OPIA's Public Affairs Specialist provides services including but not limited to the following: "Web Governance "Management of VA's home page www.va.gov "Direct communication with local and national TV and radio stations "Press Releases "Marketing new products and services "Analysis of VA's messaging efforts Requirements The objective of this task is to assist in the management and oversight of the Department's web presence by incorporating an enterprise wide solution that will assist in trending all activities as it relates to our public facing web sites. OPIA is responsible for a highly visible and mission critical part of communicating to our stake holders. This responsibility requires a high quality and quantitative analysis of the current state of the department's web presence, which in turn will allow OPIA to make logical decision in its efforts to improve user satisfaction as it relates to the department's internet sites. The scope of work is to provide services as needed to analyze and trend visitors that access any of VA's public facing web sites including related services such as web application, systems administration, data hosting, documentation and technical training. The following requirements must be met: "Ability to capture information for web sites, as well as social media, such as Really Simple Syndication (RSS, podcasts, blogs "Track downloads such as PDF, Word, Excel, and images such as.jpg files "Track effectiveness of marketing campaigns "Track terms used in search engine "Real time reporting "Advanced reporting capabilities, such as classification and segmentation "Video tracking (what is driving viewers, how are they interacting) "Customizable dashboards "Off site hosting and maintenance "Work on any web based platform i.e. Unix, open source, IIS server "Minimal end user configuration The Government anticipates a firm-fixed price (FFP) contract. In the event VA proceeds to a formal request for proposals (RFPs), VA reserves the right to consider alternative engagement models. Submittal Information The Government is open to considering teaming and prime/subcontractor relationships for this effort. If interested, please submit a Capabilities Statement, limited to ten (10) pages for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 541512. Please include company name, company address, and DUNS Number (if applicable). Also, please indicate if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Small Business (VOSB). Respondents should address the following questions: 1. Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work outlined above in the Requirements paragraph. 2. Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform the work. 3. Price information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 4. Other Market Information - Provide any other relative information, however this information must be included within the 10 page limitation.
