- Description
- PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide a service contract to be administered by the Marine Corps Warfighting Laboratory (MCWL), Marine Corps Base, Quantico, VA. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from 8(a) concerns only. The qualifying code for this effort is NAICS 541990. MCWL is responsible for identifying, monitoring, developing and evaluating concepts and technologies to enhance current and future warfighting capabilities. The objectives for the requirement include: (1) Providing a full range of engineering, analytical, technical and business services where the nature of the services is generally known, but the specific tasks and the allocation of work is not specifically defined; (2) MCWL ™s mission is to enhance Warfighting abilities by conducting concept-based experimentation - flexibility and responsiveness to a changing operational environment while inclusive of characteristics to include flexibility, innovation, and vision is an imperative; (3) Support is required in the planning, execution, analysis, and evaluation of experimentation to include the evaluation of technologies to enhance current and future Warfighting capabilities whether or not they are associated with these experiments; and (4) Support is required to the Commanding General in his role as the Vice Chief of Naval Research, the Executive Agent for Science and Technology and as the Coordinating Authority for Improvised Explosive Devices. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives of MCWL; (2) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact, telephone number or e-mail address, (3) Current commercial price listing showing labor categories and hourly pricing; and (4) other material relevant to establishing core competencies of the firm. Because of potential organizational conflicts of interest, performance of this proposed contract may limit the awardee ™s ability to compete for future contract awards concerning such experimentation. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exist at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
