- The VA Pittsburgh Healthcare System (VAPHS) is seeking a contractor to provide primary care services to veteran beneficiaries at contractor's Community-Based Outpatient Clinics (CBOCs) located within Washington and Fayette Counties in Pennsylvania. VAPHS prefers that the Washington County Contractor's facility be located within the city limits of Washington, Pennsylvania and that the Fayette County Contractor's facility be located within the city limits of Uniontown, Pennsylvania. All proposed site locations which can effectively serve the complete county areas will be considered, however, county sites that aren't within the city limits as described will be considered with less favor. As of 8/30/2010, enrollment in the current Washington County CBOC is 4,565 and the Fayette County CBOC (currently named Uniontown) current enrollment is 2,530. The Government may make an award contingent upon best value and offeror's ability to meet all requirements. The contract is for a Base Year plus four (4) Option Year Periods. The solicitation allows a sixty (60) day start-up period. It is estimated that award will be made on or about 1/1/11, and the first patient(s) will be seen on or about 3/1/11. The estimated base year performance period is 3/1/11 - 2/28/12. The contractor shall be qualified to provide primary care services, such as, but not limited to: medical history, physical exam, clinical assessment diagnosis, treatment, Level 1 laboratory services (as specified in the solicitation), ECG's, x-rays (excluding invasive procedures, MRI's, CT and ultrasound), podiatry services, dietitian services, and mental health services provided by a licensed social worker (LSW). Physicians providing primary care services under this contract shall demonstrate evidence of education, training, and experience in Internal Medicine and/or Family Practice. The offeror will quote a 'per member per month' all-inclusive capitation rate for the Base Year and each option year, and submit a written technical proposal addressing these evaluation factors: Past Performance, Staffing, Coordination and Continuity of Care, Site, and Service-Disabled Veteran-Owned and Veteran-Owned Small Business. Hard copy and electronic versions of the solicitation will be available on or about Wednesday 11/3/10. Electronic solicitation may be obtained free at the following URL: http://www.fedbizopps.gov. Any amendments to the solicitation will also be available at the URL address, and offerors are advised that they are responsible for obtaining amendments. No telephone requests will be accepted. A preproposal conference will be held at the VAPHS, Heinz Division, Pittsburgh, PA; and the date, time, and conference room will be identified in the solicitation. Offerors may participate via conference call. The estimated proposal due date is December 1, 2010 (4:30 P.M.) EST. This solicitation is unrestricted.
