Description
This is a Sources Sought Notice. The Department of the Army, Medical Command, Health Care Acquisition Activity, North Atlantic Regional Contracting Office, Ft Belvoir Cell Office, Ft Belvoir, VA 22060, on behalf of the Chief, Equipment Management Branch, is conducting a marketing search through this sources sought notice to obtain marketing information. A proposal, proposal abstract, bid or quotation is not requested. Purpose, Project Requirements, Objectives: More broadly, the purpose of this notice is to obtain information regarding source(s) that can install and provide all needed components to support a Food and Drug Administration (FDA) Certified Bulk Oxygen Supply System (tanks), in accordance with National Fire Protection Agency (NFPA) 99. The requirement is a turn-key provision of primary and reserve oxygen tanks capable of supporting a 1.275 million sq ft. multi-story, 120 bed inpatient hospital, 10 intensive care beds, and 10 operating room (ORs). The project shall include all required components of the bulk oxygen supply, installation, certification, commissioning, supply of oxygen, preventive maintenance, annual training, and inventory management of the bulk systems. The supply systems will be located at the existing pad locations at the Fort Belvoir Community Hospital (FBCH) in Ft Belvoir, VA. The facility (or system) must be maintained to ensure uninterrupted supply of oxygen to a multi-million dollar hospital. Vendor(s) should be prepared to provide cost estimate for installation, sustainment, and required certification/inspection of tanks. Prospective sources are encouraged to attend an Industry Day event at the Fort Belvoir Community Hospital located in Ft Belvoir, VA on Thursday, November 4, 2010 at 9:00 AM EST (Location - Health Facility Planning Office (HFPO), Construction Trailer #3, Conference Room). (The directions to the trailer from the Tulley Gate is: Left on Gunston Rd; Right on 1st Street; Right at the end of 1st Street; Immediate left to the trailers). The event is scheduled to provide prospective sources with a site walk and question and answer session with facility personnel. Installation and commissioning of system(s) must be completed no later than 15 April 2011. All work shall be done in accordance with NFPA, Center for Disease Control (CDC), and The Joint Commission (TJC), Guidelines. Vendor(s) must be FDA certified to produce medical grade liquid oxygen. Vendor(s) must have other centrally located FDA certified sites to support facility requirement in the event of emergency situation, i.e. hurricanes, flooding, tornadoes, etc. Vendor(s) must be certified to perform and complete FDA annual inspection for bulk liquid oxygen system. Vendor must be available to make deliveries 24/7, but will be notified in advance if requirement or mission dictates. Medical grade liquid oxygen must be 99.99% pure at time of testing/certification prior to installation into the in-line system. Vendor must have an emergency contact system in place in the event of catastrophic or emergency situations. Vendor must provide emergency service plan documenting what service will be available in the event of a complete failure of system, catastrophic event or emergency situations. Vendor shall supply vendor owned: (A) All delivery, installation, labor, materials and pick up charges to be paid by the vendor. One (1) Primary Bulk Oxygen Tank and One (1) Reserve Tank with the ability to provide uninterrupted service to the Hospital in the event of a failure of the Primary Tank or until the Primary Tank can be refilled. (B) A Pressure Control Manifold, all lines/piping, connections, required to connect tanks to manifold and to existing Hospital piping at pad location. (C) An offsite monitoring system (wired or wireless system), in which the successful vendor will be able to independently monitor the system and refill requirements when necessary. (D) Provide all equipment required to fill tanks as needed. (E) Provide Purity of Oxygen: 99.99% - Medical Grade. Frequency of Fill: As needed, vendor shall own and maintain the tanks, manifold system, and all associated equipment from the tanks to the connection point at pad site. (F) Contractor must provide emergency service plan documenting what services will be available in the event of complete loss of system, catastrophic event or other emergency situations. (G) At the end of the contract (if applicable) the vendor will be responsible for removal of all tanks and equipment at no cost to the government. Preventive Maintenance: The vendor shall provide preventive maintenance, emergency response, routine service, and inventory management for the Bulk Oxygen System as required by NFPA 99, TJC requirements. The vendor will provide a complete written preventive maintenance report to the project official listing the operation of each device as required by referenced codes. The vendor will provide documented annual operational training on site to FBCH authorized personnel. During the scheduled inspections, as required by referenced codes, the vendor will perform a thorough maintenance check of the system, including but not limited to: documented training for safety plan and daily operations, documented Gas emergency plan TJC EC.1.4, reserve supply change-over system, vaporizers and automatic switch assemblies, document and inspect all tank and control valves, check and document all main source alarms for both tanks, check and document all gauges, check and document operation of all pressure regulators, inspect and remove icing from vaporizer as required, and provide a general inspection of all system components, including wiring, contacts, air pressure switches, etc. Note: Contact Acy.Bellamy@amedd.army.mil regarding submission of capability statement/information sought/information submission instructions.
