- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The U.S. Customs and Border Protection (CBP), Office of Information Technology (OIT), Passenger Systems Program Office (PSPO), is issuing this RFI regarding Non-Immigrant Data Processing Services (NIDPS). The Non-Immigrant Data Processing Services (NIDPS) provides arrival, departure, and ancillary information pertaining to non-immigrant aliens entering and exiting the United States. As defined in the Immigration and Naturalization Act, non-immigrants are aliens who enter the United States for a specified period of time for the purposes of accomplishing a particular objective. That objective may be a vacation, a business trip, attendance at a United States university or college, or some other activity of limited duration. Most of these non-immigrants are classified as visitors for business or pleasure and stay only for a brief period, usually less than six months. Approximately 500,000 non-immigrants are admitted as students who generally stay for longer periods of time. The remaining groups of non-immigrants fall into a variety of classifications, including temporary workers and diplomats. The scope of work under this program is limited to those persons required to file forms I-94, I-94W, I-530, I-736 and carriers required to submit CBP I-92 form. The Immigration and Naturalization Act mandates that CBP perform several functions with respect to the processing of non-immigrants for entry into the United States: •· Inspect non-immigrants at ports-of-entry to determine their admissibility. •· Maintain records of admission/departure of non-immigrants. •· Locate/deport non-immigrants who violate their status. CBP's mission is to enforce the laws of more than 40 agencies and to protect the revenue of the United States while facilitating trade. To assist in this mission, CBP maintains TECS, a data repository for I-94 Arrival / Departure Documents, I-94W Non-Immigrant Visa Waiver Arrival / Departure Documents, I-530 Update Status Adjustment of Voluntary Departure Documents, I-736 Guam Visa Waiver Documents and I-92 Aircraft/Vessel Documents. The system is used by CBP and other Federal agencies for tracking and controlling the recorded entry and departure of non-immigrants. In addition to these mission-related functions, CBP must maintain control and issuance of the non-immigrant admission numbers, as well as maintain accurate statistics on the flow of non-immigrants in order to produce Congressional and annual reports, manage resources, support research and policy development, and respond to congressional and public inquiries. The type of data stored in TECS include the individual's biographical data, admission number, entry/departure data, travel information, citizenship data, visa data, visitor status, and intended address. The primary source document for this purpose is the I-94 Arrival / Departure documents and the I-94W Non-Immigrant Visa Waiver Arrival / Departure documents. The purpose of the NIDPS program is to provide accurate information on non-immigrants. Specific objectives are to support inspections requirements; track arrivals, departures, and updates of non-immigrants by operating and maintaining the information in TECS; provide a statistical reporting base for CBP; continue to strengthen the integrity of the data; improve access to all collected information; and make modifications necessary to support the Departure Control requirements of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) of 1996. The Government's objective is to affect an optimal balance using technology, minimizing technical and schedule risk, maintaining customer service commitments, and minimizing life-cycle costs. The objective of the RFI is to determine the availability of parties to perform these services. The acquired service will provide technological solutions that will streamline and automate entire life-cycle of the NIDPS document data entry processes to minimize labor costs and maximize technological efficiencies to keep costs as low as possible. This effort will include the: Collection and control of all NIDPS documents Rapid and accurate transcription of paper documents into electronic records Daily electronic data transmissions into TECS Physical storage of all original NIDPS documents in accordance with the Government's record retention schedule. Continued support of CBP's law enforcement mission-related functions Destruction of paper documents Ability to scale work cost effectively to continually lower volumes as receipt rates drop with the automation of the forms and to deal with occasional spikes in volume due to issues with the automation process that make the Ports of Entry revert back to manual forms. The contractor shall provide operations and maintenance (O&M) solutions, processes and procedures necessary to sustain the entire document life-cycle for NIDPS using Government requirements for document processing and data accuracy performance levels. The services to be acquired include document collection and controls; capabilities to digitally capture, store and retrieve document images, the ability to electronically transcribe documents into formatted and edited data files that will be transmitted and successfully processed into TECS. In addition, services for short and long-term document storage will also be required. Similar systems and associated document management may be added at a later date, if required. The Contractor shall provide all the necessary labor, equipment, computers, printers, storage devices, digitization devices, supplies, consumable material, telecommunications devices, security, and facilities necessary to provide the full spectrum of services delineated herein, much of which involves document conversion to electronic format. The electronically transcribe data must be accurate and complete to ensure successful CBP processing. Although in general, the Contractor is required to transcribe the data exactly as the submitter has prepared it on various CBP forms, in some cases, the form data must be "translated" by the Contractor during data entry in order to complete an acceptable electronic record. How the data is to be captured is not specified herein. The outcome of the Contractor's services and technology shall be the accurate, expedient, and cost-effective capture of data that will be transmitted to, and processed by, CBP TECS. The Contractor shall propose the operations required to complete the electronic records processing under this Task Order. It can be accomplished manually and/or through automated hardware and software. The outcome must minimize technical and schedule risk, maintain customer service commitments and simultaneously minimize life-cycle costs. Contractor services needed to be acquired include the capabilities to: Ensure the Processing of all NIDPS Input Document types Provide 99.5% Data Accuracy Standard for all NIDPS documents processed Ensure a Document Life-Cycle Processing Standard of 3-business days is achieved and maintained for every NIDPS document. Provide Electronic Document Processing solution to accommodate the rapid transmission of data into TECS Provide Secured Document Collection and Control process for all NIDPS documents and information processed under this Task Order Ensure Data Security and Protection is provided for all interim and final data media formats collected, processed, stored, and transmitted Provide Physical Document Storage and Destruction Controls and Processes Provide Project Management Controls and Project Status Reporting Provide Project Cost Control and Inv ice Control Provide Project Documentation for all processes and procedures Provide Admission Numbers Issuance and Control support QUESTIONS OR INQUIRIES: No questions shall be accepted regarding this RFI. Responses to this notice will not be returned, nor will there be any ensuing discussions or debriefings of any responses. This notice is part of Government Market Research, a continuous process for obtaining the latest information on the commercial status of the industry. This RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. CBP will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, CBP reserves the right to contact any respondent to this notice for the sole purpose of enhancing CBP's understanding of the notice submission. The content of any responses to this notice may be reflected in any subsequent solicitation. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent product demonstrations. All responses are to be: provided on company letterhead, limited to 15 pages, and limited to commercially available off-the-shelf products (developmental products are not being considered). Responses must demonstrate compliance with the specifications listed above, include the applicable contract numbers and be submitted via e-mail, only, in Microsoft Office format. SUBMISSION ARE DUE no later than 12:00 noon on November 17, 2010. The response shall be e-mailed to: Nicholas.martinelli@dhs.gov.
