Description
MARKET RESEARCH QUESTIONNAIRE DRAFT PWS-REV6-30JUL10 This is a Sources Sought Synopsis, for market research purposes only, and not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This sources sought is being published to identify potential sources capable of providing postal receipt/dispatching of all military mail and postal equipment and supplies originating/destined to/for military personnel assigned within the European Theater. The operation also services all military locations within the European Theater as well as other international destinations and all Continental United States designated delivery destinations. This effort is for sorting and loading/unloading of delivery trucks, receiving from and dispatching mail to air carriers to include registered/accountable mail). The US Army uses its own tractor-trailer type trucks for delivery of the mail throughout Germany. The current 7 day a week, 24 hour a day operation moves an average of 4,470 pieces (42 US tons) of mail daily including parcels. During Christmas season (mid November-Mid January) this increases to an average 6312 pieces (52 US tons) daily. Occasionally, during military contingencies the mail volume may increase up to 7000 pieces (56 US tons) per day, for a limited duration. In addition to routine mail, an average of 3,797 pieces of registered mail is moved per month and requires a separate, secure sorting/storage room with office space, able to accommodate at least 26 airline type cargo bins. Also, the operation uses a computer system to generate various reports showing the volume of mail processed and status of mail movement. The computer system used to scan, track, and sort the mail communicates with the United States Postal Service computer system. The mail arrives by trucks and is sorted for 26 delivery routes with a total of 29 stops. Trucks deliver the mail incoming from the 26 locations, plus mail incoming from the US via air. All mail is sorted and distributed to the delivery trucks within 14 hours. The trucks deliver the mail to their stops with 24 hours. During times when the mail volume increases, additional trucks (up to 10 or more) are used to distribute the mail. Outgoing mail is weighed before turnover to the air carriers and the weight verified before the carrier loads it on the aircraft. Assuming your organization is interested in providing this service (must have a US Secret facility clearance which requires US citizens having US Secret Clearances and German work permits for the Registry functions only). Please see attached DRAFT PWS for further information. Interested parties are requested to submit a statement of capability. The statement of capability shall include and shall not exceed 10 pages: 1. Contractor Name a. Address b. Point of Contact (POC) c. POC phone number(s) and e-mail addresses d. Cage code In addition interested parties are requested to fill-in the market research questionnaire. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP.
