The Sources Sought for the Kuwait Maintenance Augmentation Team (MAT) is hereby modified as follows: 1. The last date and time for submission of capabilities/qualifications information is 8 November 2010 by 1700 hours (5:00 pm) CST (Daylight Savings Time (DST) will end on Sunday, 7 November 2010). Maintenance Augmentation Team (MAT) C1 Introduction The Kuwait Air Force (KAF) requires the support of a contractor with specific skills for maintenance, training, and advice for the Apache Longbow AH-64D aircraft. This support shall be provided by a Maintenance Augmentation Team (MAT) for the KAF helicopter maintenance technicians. C2 Scope The Contractor shall provide a Maintenance Augmentation Team (MAT) to support the Kuwait Air Force (KAF) AH-64D Apache helicopter maintenance program for 16 AH-64D Apache Block II aircraft. The MAT will consist of a team of Contractor employees that will provide expertise in support of KAF maintenance personnel. The MAT members will be selected by the Contractor based upon their technical qualifications and their suitability for effectively working in an overseas assignment to Kuwait. The purpose of the MAT is to assist the KAF in achieving its Aircraft Operational Readiness (OR) rate of 75% by providing personnel to perform aircraft maintenance assistance, aircraft maintenance, aircraft maintenance training, and mentorship to the KAF AH-64D Apache helicopter maintenance technicians and crewmembers. Additionally, the MAT will provide training and guidance on aviation maintenance and aviation maintenance management to KAF soldiers. C3 REQUIREMENTS C3.1 The MAT shall assist the KAF in achieving an Aircraft Operational (AO) readiness goal of 75%. The MAT shall also support the KAFs daily scheduled Aircraft Availability (AA) requirements. C3.1.1 The MAT personnel shall perform their duties in accordance with the KAF Aviation Maintenance Program Instructions 4790.2 G, Volume I, II, and III (NOTE: not be provided with the draft SOW - will be included in RFP). During occurrences whereby the KAF Aviation Maintenance Program Instructions 4790.2 G does not provide the necessary guidance, then the MAT shall follow the guidance provided by The Army Maintenance Management System-Aviation (TAMMS-A). C3.2 The Contractor shall assist KAF personnel in, and train them to maintain the AH-64D Aviation Life Support Equipment (ALSE), subsystems and components, and pilots' personal survival equipment including environmental, egress, life support and survival systems and equipment in accordance with the KAF-specific AH-64D IETM, and other approved ALSE maintenance and support manuals and instructions. C3.3 The Contractor shall assist in and train KAF personnel in conducting flight line functions and the performance of Functional Test Flights (FCF) and Post Maintenance Check Flights (PMCF) activities to support operations of KAF aircraft in accordance with the KAF-specific AH-64D IETM, AH-64D Operators Manual, AH-64D Maintenance Test Flight Manual, AH-64D Check List Manual, and KAF 4790.2 G. C3.4 The Contractor shall assist in, and train KAF personnel to perform launch and recovery activities using standard aircraft handling and taxi procedures as delineated in the appropriate KAF directives. For all flight and ground operations, the Contractor shall comply with the provisions delineated in AR 95-20, Contractors Flight and Ground Operations, and the Army Aviation Regulation, AR 95-1. The Contractor shall develop, submit for approval, and use approved Contractor Procedures as required by AR 95-20 within the first 30 days of the contracts period of performance. C3.5 MAT personnel shall assist in, and training the KAF in performing scheduled and unscheduled Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM) level aircraft maintenance actions, Production Control operations, and Quality Assurance/Control operations in accordance with the KAF specific manuals and directives listed above. C3.6 The MAT personnel shall: a Apply, and assist in the application of Engineering Change Proposals (ECP) and Modification Work Orders (MWO) to the aircraft in accordance with approved maintenance level authority. b Be prepared to work flexible hours when required by the KAF to support aircraft maintenance and flight operations. c Assist with the disassembly and reassembly AH-64D aircraft and its related components as required. d Conduct maintenance On-the-Job Training (OJT) and informal training consistent with the Kuwait aircraft configuration to KAF members and their designated representatives. 1 Establish, maintain, and use an approved training documentation tool to record training. 2 Training records shall be subject to inspection by USG, and shall be available to the KAF. e Operate and maintain AH-64D unique Ground Support Equipment and Test, Measurement, and Diagnostic Equipment (TMDE). Provide support for KAF surge requirements that exceed the basic scope of work as directed by the Procuring Contracting Officer or his designated alternate. f Assist the KAF with the recovery of downed aircraft within the territory of Kuwait. This Accident/Incident Investigation shall be an Over and Above (O&A) effort and shall be proposed when requested by the PCO and shall be in accordance with (IAW) Section H, Clause H-X, Over and Above Procedures. g Support KAF operations during deployments to other areas within the territory of Kuwait, beyond the Ali Al Salem Air Force Base, and support KAF operations during deployments to areas outside the territory of Kuwait, excluding areas of hostility/combat operations as directed by the PCO, and shall be IAW Section H, Clause H-(TBD), Over and Above Procedures. h The MAT shall perform limited Depot Level Maintenance as authorized by the US Army Aviation Engineering Directorate (AED) or other cognizant US Army Aviation and Missile Command (AMCOM) Directorates, and directed by the PCO or their designated representative. The requiring US Army Directorate shall provide all necessary maintenance instructions to accomplish such tasks. MAT personnel shall provide manpower-support for the accomplishment of Engineering Change Proposals (ECPs) and Modification Work Orders (MWOs), providing that such maintenance tasks are within the scope of the AVUM or AVIM level of work. C4 Maintenance Augmentation Team (MAT) Manpower and Personnel Requirements The implemented MAT shall consist of 37 personnel within the specific skill sets listed as defined below. The MAT members shall be selected by the Contractor based upon their technical qualifications, expertise in the specific discipline of aircraft maintenance and aircraft maintenance management, and their suitability for working effectively in an overseas assignment to the country of Kuwait. C4.4.1 Maintenance Augmentation Team Point of Contact The Contractor shall provide an in-country MAT Site Manager as the single point of contact for this effort in accordance with Section H, Clause H-(TBD). The MAT Site Manager shall: a. Serve as the single point of contact, responsible for providing responses to Kuwait Air Force (KAF) leadership on aircraft maintenance issues, and to the PCO and Contracting Officer Representative (COR) on issues pertaining to the operations of the MAT as it discharges its duties. b. Coordinate with the COR to complete monthly reports as required by DI-MGMT-xxxxx, Contract Data Requirements List (CDRL) A001, for MAT performance. C4.4.2 Maintenance Augmentation Team Personnel The Contractor shall make available experienced and qualified maintenance personnel and a Maintenance Test Pilot (MTP) that have completed the appropriate U.S. Government armed forces aircraft maintenance training, aircraft MTP flight training, Contractor AH-64D factory training, or other equivalent training such as the Airframe and Powerplant (A&P) certification, with the Administrative Contracting Officer (ACO) approval. The Contractor shall provide MAT personnel who are able to communicate (speak, read, and write) in the English language and be able to follow oral instructions. The Contractor shall provide and maintain a member of the MAT who possesses the National Aerospace Standard - 410 Level III Non Destructive Inspection (NDI) qualifications and certifications (see Section C1.4.3.k) to perform NDI on aircraft, aircraft components and related items necessary to meet the established maintenance requirements of the AH-64D aircraft. This MAT member shall remain qualified and certified in the latest NDI techniques (i.e., ultrasonic, eddy current, dye-penetrant, magnetic particle, and X-Ray). C4.4.3 Maintenance Augmentation Team Qualifications, Duties, and Responsibilities a Site Maintenance Manager/Maintenance Test Pilot: 1 Provides direct, on-site management and as necessary, personnel administrative support for the MAT. Serves as the in-country point of contact for the PCO or their designated representative and the KAF (see C1.4.1). The Site Manager supervises maintenance and repair of aircraft in accordance with the KAF Interactive Electronic Technical Manual (IETM), KAF 4790.2G, and other KAF published/provided directives. 2 Meet the qualifications and perform the functions delineated in C1.4.3.b below. 3 Requires a minimum of 20 years experience in aviation maintenance and supervision as listed below. i. Five years prior experience as an aircraft mechanic/maintenance technician. ii. Five years supervisory experience in aviation maintenance. iii. Ten years experience as an Aviation Maintenance Manager for an aviation maintenance organization, overseeing the maintenance of 16 or more aircraft. iv. Be proficient in the use of computer-hosted interactive technical manuals, aircraft maintenance forms, and other aircraft related documentation. v. Be able to use the Microsoft Office suite to prepare various reports, charts, and other related documents. vi. Prior military service as a senior Aviation Maintenance Officer or MTP. 4 Desired Additional Qualifications: i. Ten years prior experience as a Production Control Officer/Supervisor in AH-64D aircraft maintenance. ii. Prior experience as a Site Manager for an aviation maintenance organization. iii. Prior experience as an AH-64A/D aircraft mechanic/maintenance technician. b AH-64D Maintenance Test Pilot: 1 The Maintenance Test Pilot (MTP) shall be responsible for performing Functional Check Flights (FCF), Post Maintenance Check Flights (PMCF), Maintenance Operational Checks (MOC), conduct in-flight troubleshooting/verifications, and limited test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems. Flights typically associated with this position include determining the availability of required aircraft power, assessment of power plant health and performance, and verifying the functioning of aircraft components and systems in accordance with applicable aircraft technical publications and predetermined requirements. The MTP shall perform general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems. The MTP shall conduct aircraft general and pre-flight readiness inspections. The MTP shall successfully start, run-up, fly, navigate and safely land aircraft IAW applicable aircraft operators manual. The MTP shall correctly complete all required aircraft maintenance forms, records, and aircraft log books entries. The MTP shall perform mathematical calculations, performance data, and landing configurations of the AH-64D, Apache Longbow. The MTP shall conduct briefings to flight crew members and maintenance personnel in support of the various MTP aircraft operations as stated above. 2 Required Qualifications. i. Completed United States Army AH-64D, Apache Longbow helicopter Aircraft Qualification Course (AQC) or a Contractor equivalent training and qualification approved by the ACO. ii. Possess 1,000 flight hours as an AH-64D Pilot-in-Charge (PIC). iii. Qualified AH-64D Apache Longbow Helicopter Maintenance Test Pilot (MTP). 1. Successfully completed the Aviation Maintenance Officers Course (AMOC) Phase I and II. In lieu of AMOC Phase I&II, must have completed an equivalency evaluation conducted by the US Army Directorate of Evaluation and Standardization (DES) IAW AR and 95-20 and AR 95-1. 2. Have recorded (have available upon hire/request) proof of having completed a minimum of 500 hours flight hours as an AH-64D MTP. iv. Successfully pass the Army or FAA Class II Flight Physical upon hire, and annually thereafter. 1. Annual renewal of medical certificate shall be the responsibility of the Contractor. 2 Desired Additional Qualifications: Former experience as a MTP operating the AH-64D aircraft in similar Middle Eastern environments. c Production Control Officer: 1 Provides aircraft maintenance Production Control management support to the KAF. Participate in the coordination of the scheduling of aircraft to meet the KAF mission and training requirements. Plan, schedule, and streamline all scheduled maintenance actions to afford the KAF maximum flexibility with aircraft availability and readiness. Ensure all unscheduled maintenance actions for aircraft and aircraft components are performed in a timely manner. Streamline work processes to reduce maintenance cycle time while improving aircraft maintenance operations and readiness. Ensure established work standards and procedures are developed and adhered to. Establish and monitor an aircraft time-change components schedule to ensure replacement components are ordered in a timely manner to meet KAF flying hour and maintenance requirements. Monitor the controlled exchange program and ensure all necessary documentations are completed to support control exchanges. Train KAF personnel to develop and maintain an effective Production Control management system and conduct effective Production Control operations. 2 Requires a minimum of 12 years experience in aviation maintenance and Production Control. i. Five years prior experience as an aircraft mechanic/maintenance technician. ii. Two years experience serving as an aircraft Production Control Officer/Supervisor. iii. Five years experience serving as an aircraft maintenance supervisor. iv. Be proficient in the use of computer-hosted interactive technical manuals, aircraft maintenance forms, and other aircraft related documentation. v. Be able to use the Microsoft Office suite to prepare various reports, charts, and other related documents. 3 Desired Additional Qualifications: i. Prior military service as a senior Aviation Maintenance Officer or MTP. ii. Five years experience as a Production Control Officer/Supervisor for an AH-64D aircraft maintenance organization. d Quality Control (Aircraft Technical Inspection Inspector): 1 Performs AH-64D Technical Inspector duties to include sign-off of all red X and circle red X conditions pertaining to the AH-64D aircraft, aircraft systems, and aircraft components. Performs technical inspection of AH-64D airframe, powertrain, powerplant, armament/electrical/avionics systems. Determines requirement to conduct a Post Maintenance Check Flights (PMCF) /Functional Check Flight (FCF), and provides inspection criteria interpretation to maintenance staff. Uses common measuring tools, precision measuring gages and alignment fixtures. Assist the KAF in maintaining a current technical library and applicable aircraft forms and records. Assists the KAF Weight and Balance (W&B) technician to complete Weight and Balance handbooks for all assigned KAF aircraft and complete all appropriate Weight and Balance documentation according to the KAF 4790.2 G and TAMMS-A. Functions as the site Data Analyst, and the maintenance management and technical and compliance documentation administrator. Train KAF personnel to develop and maintain an effective Quality Control management system and effectively conduct aircraft Quality Control operations. 2 Requires a minimum of 10 years experience in aviation maintenance and aircraft Quality Assurance. i. Five years prior experience in a related field of aviation maintenance. ii. Five years experience as an aircraft Quality Control Inspector for the AH-64D. iii. Be proficient in performing aircraft weight and balance for army rotary wing aircraft, and completing all requisite weight and balance documentations in accordance with all applicable aircraft Technical Manuals. 3 Desired Additional Qualifications: i. Five years experience serving as an aircraft Quality Control Supervisor for an AH-64D aircraft maintenance organization. ii. Possess the Federal aviation administration (FAA) Airframe & Powerplant (A&P) and Inspector authorization (IA) certificate. e Flight Line (General Mechanic): 1 Performs AH-64D aircraft maintenance tasks and performs air crew-member duties as required using the KAF-specific AH-64D IETM, AH-64D Operators Manual, AH-64D Maintenance Test Flight Manual, AH-64D Check List Manual, and KAF 4790.2 G. Removes and installs aircraft systems and subsystem assemblies and components including engines, rotors, gearboxes, transmissions, mechanical flight controls and their components. Services and lubricates aircraft systems, subsystems, and components. Prepares aircraft for inspections and maintenance checks. Performs scheduled and unscheduled aircraft maintenance actions. Uses common measuring tools, precision measuring gages and alignment fixtures. Performs aircraft and related components routine and special inspections. Performs maintenance operational checks. Diagnoses and troubleshoots aircraft subsystems using special tools and equipment as required. Uses and performs operator maintenance on tools, special tools and Aircraft Ground Support Equipment (AGSE) and Peculiar Ground Support Equipment (PGSE). Prepares aircraft maintenance forms and records. Train KAF personnel in the use of all applicable technical publications, tools, test equipment, and special equipment applicable to the discipline of aircraft maintenance, enabling them to become effective AH-64D aircraft mechanics. 2 Requires a minimum of 10 years prior experience serving as an Aircraft mechanic. i. Ten years as an AH-64 series aircraft mechanic/technician. ii. Five years performing AH-64D aircraft maintenance. iii. Possess the Environmental Protection Agency (EPA) Type II, or the Universal certification. 3 Desired Additional Qualifications: i. Three years experience as a Flight Line Crew-chief or Flight Line Crew-chief Supervisor. ii. Possess the FAA, A&P certificate. iii. Army Service School Instructor for the AH-64D mechanics. f Electrical/Avionics/Armament/Fire Control/Aircraft Survivability Equipment (ASE) Technician: 1 Performs maintenance on the AH-64D electrical/avionics/armament/fire control/radar/visionics/ASE systems and components associated with the KAF AH-64D using the KAF-specific AH-64D IETM, AH-64D Operators Manual, AH-64D Maintenance Test Flight Manual, AH-64D Check List Manual, and KAF 4790.2 G. Diagnoses and repairs aircraft systems and components malfunctions including solid state and transistorized devices according to the appropriate technical manuals, directives and safety procedures. Performs scheduled and unscheduled aircraft maintenance actions, authorized modifications and alignment of AH-64D weapons components, fire control/radar units, sighting elements/visionics, ASE, electronic and mechanical devices, and instruments. Uses common measuring tools, precision measuring tools and alignment fixtures. Handles AH-64D aircraft ammunitions, performs weapon system loading/unloading, arming and de-arming, and weapon subsystems configuration changes for all AH-64D weapons and fire control systems within the scope of this SOW. Performs aircraft systems operational checks. Test, troubleshoots, and repair aircraft systems test sets and diagnostic equipment. Assist the KAF in the requisition and maintenance of Shop and Bench stock items for repair of AH-64D armament, ASE, electrical, avionics, instrument, fire control, radar and visionic systems. Uses and performs operator maintenance on common and special tools, AGSE and PGSE. Prepares aircraft maintenance forms and records. Train KAF personnel in the use of all applicable technical publications, tools, test equipment, and special equipment applicable to the discipline of aircraft maintenance, enabling them to become effective AH-64D Electrical/Avionics/Armament/Fire Control/Aircraft Survivability Equipment (ASE) Technicians. 2 Requires: i. Ten years prior experience serving as an AH-64 series Aircraft Electrical/Avionics/Armament/Fire Control/Aircraft Survivability Equipment (ASE) Technician. ii. Five years experience serving as an AH-64D Aircraft Electrical/Avionics/Armament/Fire Control/Aircraft Survivability Equipment (ASE) Technician. 3 Desired Additional Qualifications: i. The previous ten years maintaining the AH-64D Aircraft Electrical/Avionics/Armament/Fire Control/Aircraft Survivability Equipment systems. ii. Army Service School Instructor for the AH-64D Aircraft Electrical/Avionics/Armament/Fire Control/Aircraft Survivability Equipment (ASE) Technicians. g Tool Control/ Corrosion Prevention and Control (CPC) Technician /Petroleum Laboratory/Calibration Specialist: 1 Manages the KAF tool control program and KAF tool room operations. Maintains accountability for all KAF tool room assets. Issue and receipt of all tools, test sets, and other TMDE equipment assigned to the KAF tool room. Provide other tool room operations and support as is outlined in the KAF 4790.2G. 2 Conducts standard Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM) level tests on Petroleum Oil Lubricants (POL) products. Receive petroleum samples and prepares these samples for turn-in and analysis. Applies fire prevention and safety control procedures in handling volatile products. Ensure all required petroleum products are properly stored and accounted for. Establish and maintain a POL inventory and stock level that supports the KAF operations. 3 Manage the KAF calibration control program and account for all TMDE. Ensure all TMDE items bare the proper markings/labeling. Turn-in all TMDE items for calibration. Operate and perform calibration and minor repair of general-purpose equipment. 4 Train KAF personnel in the use of all applicable technical publications, tools, test equipment, and special equipment applicable to this discipline, thereby enabling them to become effective Tool Control/Petroleum Laboratory/Calibration Specialists. 5 Requires: i. Minimum of three years combined experience working with aircraft tools, property/materials accountability, use and handling of aircraft POL products, and managing a calibration program for aviation related TMDE items. ii. US Government/Military or an Industry equivalent training in Corrosion Prevention and Control (CPC) programs or functioned as CPC representative for an organization. 6 Desired Additional Qualifications: Two years prior experience working as a tool crib custodian in support of an aviation maintenance organization. h Aviation Life Support Equipment Specialist: 1 Perform Technical inspection, tests, maintains, requisitions, issues, and repairs aviation life support equipment and survival equipment, including flotation equipment/ over water gear/ anti-exposure suites, first aid kits, survival vests/kits, radios, aircrew body armor, restraint harnesses, Integrated Helmet and Display Sight System (IHADSS) flight helmets, chemical and biological protective masks, oxygen masks, and other related ALSE equipment. Train KAF personnel in the use of all applicable technical publications, tools, test equipment, and special equipment applicable to this discipline, thereby enabling them to become effective Aviation Life Support Equipment Specialists. 2 Requires: i. Five years prior experience serving as an Aviation Life Support Equipment Specialist. ii. Graduated from the ALSE training course of a US military service. 3 Desired Additional Qualifications: i. Five years prior experience working on AH-64D unique Aviation Life Support Equipment. ii. Prior experience working with over-water ALSE gear. i Aircraft Pneudraulics Technician /Ground Support Equipment (GSE) Repairer: 1 Inspects, maintains, and repairs GSE to include Aviation Ground Power Units (AGPUs) in accordance with applicable AGPU manuals. 2 Supervises, inspects and performs AVUM, and AVIM maintenance on aircraft pneudraulics systems. Removes, repairs, replaces, adjusts and tests pneudraulics systems, subsystems, assemblies and components according to technical manuals, directives and safety procedures. Fabricates tubes and hoses. Diagnoses and troubleshoots malfunctions of pneudraulics systems, subsystems, and components. Uses and performs operator maintenance on common and special tools. Requisitions and maintains Shop Stock and Bench Stock to support the repairs of aircraft pneudraulics systems. Prepares forms and records related to aircraft maintenance. Train KAF personnel in the use of all applicable technical publications, tools, test equipment, and special equipment applicable to this discipline, thereby enabling them to become effective Ground Support Equipment (GSE) / Pneudraulics Technicians. 3 Requires: i. Five years experience working as a Pneudraulics Technician. ii. Prior experience maintaining US military or civilian-equivalent GSE equipment. 4 Desired Additional Qualifications: i. Five years experience working as a Pneudraulics Technician in support of the AH-64 series aircraft. ii. Previous training and experience maintaining the US army AGPU. j Airframe Structural Repair Technician: 1 Inspects, repairs, and replaces aircraft structural components to include stringers, longerons, bulkheads, beams and aircraft skin according to drawings, blueprints, directives, technical manuals and safety procedures. Fabricates structural parts, forming blocks and shapes metal using stretching, shrinking, and other metal forming techniques. Mixes and applies fiberglass materials. Makes emergency and permanent repairs to transparent plastic windows and enclosures. Uses common measuring tools, precision measuring gages and alignment fixtures to perform structural repairs. Mixes and applies primers and paints to aircraft surfaces. Applies corrosion control treatment to aircraft metals. Requisitions and maintains shop and bench stock items for repair of aircraft structures. Uses and performs operator maintenance on common special tools. 2 Requires a minimum of ten years prior experience performing aircraft structural repairs. 3 Desired Additional Qualifications: i. Five years experience performing structural repairs on the AH-64D aircraft. ii. Possess the FAA, A&P certificate. k Non-destructive Inspection (NDI) Level III: 1 Plan and conduct all Non-Destructive Testing (NDT) and quality assurance functions for NDI of KAF aircraft, aircraft components, and other equipment. Direct and coordinate the overall quality specifications and standards for materials, processes, and finished products to meet KAF aircraft requirements in the absence of established standards and procedures. Develop and implement quality metrics to drive KAF aircraft readiness improvements. Set up, calibrate and operate NDI testing and inspection equipment. Obtains specifications from complicated blueprints, research and experimental designs, engineering orders, etc. Approves acceptable work, or rejects any work which fails to meet required standards and recommends corrective action to prevent recurrence. Inspects installations, and proper functioning of equipment, parts, and structures of mated aircraft. Determines from manual or by visual inspection or with special testing equipment, proper standards and specifications of mechanisms and motors, instruments, materials and finishes, operations of and workmanship on, all parts of mated aircraft. Ensure safe practices are used in compliance with all governmental regulations. Identify, drive, mentor, and implement projects that improve overall aircraft readiness of the KAF. Ability to analyze problems, identifies root causes, and provides efficient solutions. Be proficient in the use of all tools and equipment for Penetrant, Magnetic Particle, Ultrasonic, Eddy Current, X-Ray, and Bond Testing and inspection machines and equipment, inspector's hand and marking tools, and a variety of special equipment necessary to perform required work. Conduct training and certification of KAF personnel for Level I and II certification. 2 Rechecks when corrective measures have been completed. May aid, guide, or assist quality policy designees in an advisory capacity in proper inspection methods and procedures and may check their work for accuracy and acceptability. 3 Requires: i. Bachelors degree from an accredited university or college (or a high school diploma / GED with at least 4 years of experience in an engineering or quality position). ii. At least five years of experience in NDI. iii. Possess the National Aerospace Standard - 410 Level III Non Destructive Inspection (NDI) qualifications and certifications or other Industry. 4 Desired Additional Qualifications: i. Prior experience performing NDI on aircraft and aircraft components while being qualified as a NDI Level I or II. ii. Prior experience certifying NDI personnel as Levels I and II. l Rotor Aircraft Powertrain: 1 The aircraft powertrain/rotor repairer supervises, inspects and performs AVUM and AVIM maintenance on aircraft powertrain/rotor systems. Removes and replaces powertrain quills, transmissions adapting parts, rotary wing hub and tanks. Disassembles friction dampers and hanger assemblies. Disassembles, repairs, reassembles, adjusts, balances and aligns powertrain/rotor components, systems and subsystems to include main and tail rotor hub assemblies according to directives. Applies corrosion preventative procedures. Cleans, preserves and stores powertrain/rotor components. Uses and performs operator maintenance on ground support equipment, common and special tools. Maintains facilities for storage of returnable and hazardous materials. Requisitions and maintains shop and bench stock for repair of aircraft powertrain/rotor systems and subsystems. Prepares request for turn-ins and repair parts for powertrain/rotor components. Prepares forms and records related to aircraft maintenance. Conducts NDI on aircraft components and related items necessary to meet the established maintenance requirements of the AH-64D aircraft. Qualified in the use of the latest NDI techniques (i.e., ultrasonic, eddy current, dye penetrant, harmonic bonding, and magnetic particle). 2 Requires a minimum of 10 years prior experience performing aircraft Powertrain maintenance. i. Five years experience performing aircraft Powertrain maintenance. ii. Successfully completed, and be qualified by the appropriate U.S. Government armed forces aircraft Powertrain maintenance. iii. Contractor factory training or other equivalent training by industry shall be reviewed and approved by the PCO as substitute. 3 Desired Additional Qualifications: i. Ten years experience performing maintenance on AH-64D aircraft Powertrain systems. ii. Five years performing Non-destructive Inspections on the aircraft and related components. iii. Possess a NDT Level II certification. m Powerplant Technician: 1 Supervises, inspects and performs AVUM and AVIM maintenance on aircraft turbine engines and components including the engine Auxiliary Power Unit (APU). Removes, replaces, services, prepares, preserves, cleans and stores engine assembles or components. Disassembles repairs, reassembles, adjusts, and diagnostically tests turbine engine systems, subsystems and components according to directives. Assists in troubleshooting engines and rigging engine controls. Performs maintenance operational checks on aircraft engine/powerplant systems. Uses and performs user maintenance on common and special tools. Requisitions and maintains shop and bench stock for repair of aircraft engines. Prepares request for turn-ins and repair parts and engine components. Prepares forms and records related to maintenance activity. 2 Requires a minimum: i. Ten years prior experience performing Powerplant repairs on the General Electric T700-series engines. ii. Five years experience maintaining the General Electric T700-GE701C engine. 3 Desired Additional Qualifications: i. Holder of the FAA, A&P certificate. ii. Previous experience overhauling the General Electric T700-GE701C engines. C4.4.4 Maintenance Augmentation Team Evaluation The performance of the MAT shall be evaluated on its ability to provide the KAF aircraft maintenance program with a daily level of effort of 90 percent or greater of the contracted daily man-hours (number of contracted employees x 8 hours per work day), accomplished by qualified technicians, in support the KAFs Operational and daily Mission Readiness/Aircraft Availability requirements. C5 Safety The Contractor shall assist and support the KAF in maintaining a safety program for operations that addresses the protection of Contractor and KAF assets, property and personnel. MAT personnel shall be subjected to the safety policies outlined in KAF 4790.2 G. Additionally, MAT personnel shall comply with the US Occupational Safety and Health Administration (OSHA) as is outlined in OSHA Regulation, 29 CFR 1910, and all applicable Environmental Protection Agency (EPA) laws. MAT personnel shall obtain appropriate training and licensing/certification, as required, in the operation of KAF aircraft, GSE, and maintenance facility equipment (i.e. overhead hoist, crane, and tug) IAW KAF 4790.2 G. C6 Government Furnished Facilities (GFF)/Government Furnished Equipment (GFE) Office space, including furnishings and equipment, supplies, utilities, local communications, facility maintenance and janitorial support at Ali Al Salem Airbase for the contractor personnel for the duration of the period of performance shall be provided as GFF/ GFE. Additionally, all required common and specialized tool, test equipment, materials required to support the maintenance activities described in this SOW shall be furnished as GFE at work site at the start of the contract. The Contractor shall maintain a neat, orderly and safe working environment in keeping with appropriate KAF safety and Standard Operating Procedures. C7 Weekly Maintenance and Operations Scheduling The Site Manager shall attend scheduling and planning meetings hosted by the KAF and US Army Technical Assistance Field Team (TAFT) to determine daily operational requirements as is outlined in Section H-1. C7.1 Operational Planning The Contractor shall participate in Operational Planning and Programming. Special emphasis shall be placed on identifying the necessary elements to support future operations and deployment requirements including operations during periods of surges and KAF deployments outside the Ali Al Salem Air Force Base, but within the territory of Kuwait (see Section C1.1.e and C1.1.f of this SOW). The MAT manager shall report to the COR to advise the KAF if planned flight operations will have a negative impact to maintenance beyond the capacity of the KAF Production Control activities. Note: The Contractor shall receive a 30-day notification prior to any KAF special operations or training projects, which requires its support at off-site or remote locations/deployments. C8 Controlled Exchange The Contractor shall coordinate Controlled Exchange actions with the KAF in accordance with the KAF 4790.2 G. Additionally, the Contractor shall inform the local U.S. Army TAFT of all site level controlled exchange actions. C9 Functional Check Flights/Post Maintenance Check Flights (PMCF) The MAT shall provide a qualified Maintenance Test Pilot (MTP) to assist in conducting Function Check Flight (FCF) and Post Maintenance Check Flights (PMCF). All Contractor ground and flight activities shall comply with the KAF-specific AH-64D IETM, AH-64D Operators Manual, AH-64D Maintenance Test Flight Manual, AH-64D Check List Manual, KAF 4790.2 G, AR 95-20, Contractors Flight and Ground Operations, and the approved established Contractor Procedures. C10 Contractor Reporting The contractor shall provide a report of personnel operational availability for the previous month to the USG within the first five days of each month during the period of performance IAW DI-MGMT-80368, CDRL A001. C11 Training Upon request by the KAF, the Contractor shall conduct maintenance training programs for KAF personnel which include: a. Release Aircraft Safe For Flight Qualification Training in safe procedures for flight requirements shall be in accordance with the AH-64D IETM and KAF 4790.2 G. b. Brake Rider/Wing Walker Qualification Training Training in brake rider/wing walker personnel shall be in accordance with the IETM and KAF 4790.2 G. c. Auxiliary Panel Unit (APU) Qualification: Training in APU operation shall be in accordance with the AH-64D Aircraft Operators Checklists, KAF-specific IETM, and KAF 4790.2 G. Additionally, whenever the Contractor or KAF personnel identify a training deficiency amongst the KAF maintenance personnel, the Contractor shall coordinate with the KAF Aircraft maintenance Supervisor to provide the specific training to KAF personnel. C12 Programs C12.1 Fuel Surveillance Program The Contractor shall participate and assist in the fuel surveillance program in accordance with KAF 4790.2 G maintenance requirements. C12.2 Hydraulic Contamination Control Program The Contractors personnel shall participate and assist in the hydraulic contamination control program in accordance with KAF 4790.2 G. C12.3 Quality Assurance Program The Contractors personnel shall participate and assist in the Quality Assurance (QA) program as defined in the KAF 4790.2 G. C13 Hazardous Material Management All Contractor and subcontractor activities shall be in compliance with applicable federal, state, and local environmental laws and regulations. The Contractor shall ensure that design, maintenance, operation, manufacturing, programmatic decisions and trade-off studies strive to eliminate or reduce hazardous materials and waste. The contractor shall implement a Hazardous Material Management Program (HMMP) IAW National Aerospace Standard (NAS) 411. The contractor shall prepare a HMMP Plan IAW DI-MGMT-81398A, CDRL A002. The contractor shall not use any Class I Ozone Depleting Chemical/Ozone Depleting Substance (ODC/ODS) (identified at http://www.epa.gov/ozone/ods.html) in the manufacture or support of items required by this SOW unless a waiver is obtained from the Government. The Contractor shall prepare annual HMMP Reports IAW DI-MISC-81397A, CDRL A003. The HMMP Reports shall provide the following information: (1) Any of the following materials that are contained within a user end item: EPA 17 List materials (identified at http://www.epa.gov/opptintr/3350/33finb1.htm), beryllium, coatings (identified by MIL SPEC), functional fluids (e.g. coolant, hydraulic fluid, petroleum products), energetics/solid rocket motor components (including Explosives Class Number), advanced composite materials (e.g. fabricated from silica, graphite, carbon, boron, fiberglass), batteries, Class I/Class II ODS/ODC materials, and asbestos; (2) A general description (to include a graphic or drawing) of where these materials are located within the end item; (3) Required maintenance/repair/support materials to include: EPA 17 List materials, sealants, adhesives, coatings (identified by MIL SPEC), and Class I/Class II ODS/ODC materials; and (4) any EPCRA 302/313 materials (identified at http://www.epa.gov/emergencies/docs/chem/title3_Oct_2006.pdf) utilized in the manufacturing process. The Contractor shall provide immediate notification of any proposed hazardous material mitigation/elimination efforts that may adversely impact schedules, cost and/or performance to the ACO or the in-country COR.
