Description
This is a SOURCES SOUGHT NOTICE for Market Research to determine the availability of potential firms for a potential competitive procurement. No award will be made from this Sources Sought. No solicitation, specifications, or drawings are available at this time; therefore, do not request a copy of a solicitation. Potential offerors having the skill, capabilities, and personnel necessary to perform the described Pitney Bowes sorter maintenance are invited to provide feedback via e-mail to Ms. Jonea Brown at Jonea.M.Brown@census.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources for Pitney Bowes sorter maintenance at the U.S. Census Bureau, National Processing Center, (NPC), in Jeffersonville, Indiana. This project will be awarded as a firmed fixed-price type contract and is planned for advertising by 24 November 2010. The NAICS Code is 811212, Computer and Office Machine Repair and Maintenance Services, and the size standard is $25 million (average annual receipts for preceding three fiscal years), and the Federal Service Code (FSC) is 7040, Punched Card Equipment, 7030, ADP Software, or 7042, Mini and Micro Computer Control Devices. The period of performance will be on or about November, 2010 through November, 2011 plus two one-year option periods. Background The U.S. Census Bureau, National Processing Center, (NPC), in Jeffersonville, Indiana is the primary mailing source for all Census surveys. NPC uses the mail-out/mail-back method for the majority of these surveys. Information for check-in is currently captured using Docutronix System 2000 equipment. In the near future NPC will migrate to the Pitney Bowes Olympus II systems. This proposal is for services required to maintain three sorters in place in building 60A and the installation, testing, and services required to maintain one sorter in building 48. In a typical year NPC mails about 15 million pieces of mail. Most of these pieces generate a return piece that must be checked-in and sorted. This will be done using three sorters in building 60A with one in reserve in building 48. This is normally done in one 8 hour shift, Monday through Friday. However in years ending in 3 and 8 mail volume will approximately double; additional shifts and sorters may be added. The four additional sorters that may be utilized to process the increased workload will be listed as an additional option for FY2013 planning. Base Period A full service maintenance agreement with on-site coverage for a minimum of four up to a maximum of eight Pitney Bowes mail sorters, model number Olympus II SR8M. The agreement shall cover all parts, labor, unlimited phone support, software, and travel. This should also include the cost of; installation, testing, and services required to maintain one sorter in building 48 and an option for four additional sorters in building 60. Sufficient spare parts must be stored on-site to ensure prompt and efficient repair of sorters. At a minimum this must include the items in the spare parts kit recommended by Pitney Bowes. Phone support shall at a minimum provide technical support for operational, maintenance, and applications programming issues. Software must comply with U. S. Census Bureau information technology policies and be processed through the Software License Information Center (SLIC) prior to installation. The agreement shall be valid for twelve months from date of award. The coverage shall be Monday through Friday, 8:00 am - 4:30 pm, excluding federal holidays. Coverage will be provided on site. Includes all preventative maintenance calls recommended by Pitney Bowes. These mail sorters will be located in buildings 60 and 48 of the U. S. Census Bureau, Jeffersonville, IN. 1st Option Period A full service maintenance agreement with on-call coverage for a minimum of four up to a maximum of eight Pitney Bowes mail sorters, model number Olympus II SR8M. The agreement shall cover all parts, labor, unlimited phone support, software, and travel. This should also include the cost of; installation, testing, and services required to maintain one sorter in building 48 and an option for four additional sorters in building 60. Sufficient spare parts must be stored on-site to ensure prompt and efficient repair of sorters. At a minimum this must include the items in the spare parts kit recommended by Pitney Bowes. Response time shall be two hours by phone or in person; if call is placed before 2:00 p.m. same day or next day visit is required. To include all preventative maintenance calls and a spare parts kit as recommended by Pitney Bowes. These mail sorters will be located in buildings 60 and 48 of the U. S. Census Bureau, Jeffersonville, IN. 2nd Option Period A limited service maintenance agreement for a minimum of four up to a maximum of eight Pitney Bowes mail sorters, model number Olympus II SR8M. The agreement shall cover all parts, unlimited phone support, and software. This should also include the cost of; installation, testing, and services required to maintain one sorter in building 48 and an option for four additional sorters in building 60. Phone support shall at a minimum provide technical support for operational, maintenance, and applications programming issues. Software must comply with U. S. Census Bureau information technology policies and be processed through the Software License Information Center (SLIC) prior to installation. Service calls to be charged at current published rates at date of award. Estimated cost for 100 hours of service annually with unused hours to be refunded. Response time shall be same day or next day if call is placed before 2:00 p.m. The agreement shall be valid for twelve months from date of award. The coverage shall be Monday through Friday, 8:00 am - 4:30 pm, excluding federal holidays. To include all preventative maintenance calls and a spare parts kit as recommended by Pitney Bowes. These mail sorters will be located in buildings 60 and 48 of the U. S. Census Bureau, Jeffersonville, IN. CAPABILITY STATEMENT The following requests are designed to apprise the U.S. Census Bureau, National Processing Center, (NPC), of any prospective contractor's project execution capability. Please provide your response to the following. 1) Offerors name, address, point of contact, phone number, and e-mail address. 2) Offerors interest in responding to the solicitation when it is issued. 3) Offerors capability statement demonstrating the Offerors ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project provide at least 3 examples. 4) Offerors size status, the number of years in business, and DUNS number. 5) Offerors Joint Venture information if applicable existing and potential. The Capabilities Statement for this sources sought is not a Request for Quote, Request for Proposal, or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Census Bureau, National Processing Center, (NPC) in identifying sources with required capabilities.
