Description
The Department of Veterans Affairs VISN 3 is seeking sources to provide, install, and implement a Cardiology Information System to be enterprised through all facilities/sites. This would include software application, relevant hardware, interfaces to medical devices, interfaces to VA's VistA CPRS, and interfaces to other systems. The scope of this initiative includes seven Medical Centers within VISN 3: James J. Peters VA Medical Center, Bronx, NY; Manhattan VAMC; Brooklyn VAMC; Northport VAMC; East Orange VAMC; Montrose VAMC; Castle Point VAMC. Key Requirements: Cardiac Catheterization Workflow, archive and retrieval from multiple venues thru a single User Portal. Echocardiography Workflow, archive and retrieval from multiple venues A Migration plan with associated costs and timeline for comprehensive storage of existing digital archives (includes CDs) with verification of data “ ability to read and migrate DICOM compatible CDs to a Vendor neutral Archieve without Vendor propriety tags would be desirable. Echocardiogram Reporting System FIPS 140-2 Certification - Any system saving to a local external device, ie hard drive, CD/DVD, USB etc., is required to be encrypted and needs to be FIPS 140-2 certified. Otherwise the device must be capable of being disabled by the Vendor. Nuclear Cardiology data retrieval is highly desirable System will enable the retrieval of patient test results through one interface simply by entering their patient ID number, expediting comprehensive clinical assessment. The system ™s algorithms must be built on a single language, facilitating multiple data type integration from a diverse range of cardiology and patient monitoring sources. A Highly scalable design is required to accommodate entry level needs on up to complex departmental systems involving numerous data types; system configurability should allow a more precise match to departmental workflow needs Web based distribution of images (High quality DICOM image of any frame) The Web based system must be accessible and viewable through CPRS on current workstations and via VA VPN for remote viewing at full fidelity without network latency. Create, electronically sign, finalize reports, as well as interface with VISTA. There must be ability to edit and export to AVI files There must be seamless integration between the web based product and CPRS with an unlimited number of site licenses. Hardware capable of supporting virtualization and a disaster recovery plan to guarantee uptime. The proposed system solution must provide a single point-of-access to unify data across the cardiac care continuum including: Multiple Care Venues “ Cardiac specialty hospitals and centers, catheterization and EP laboratories, cardiac ultrasound, ECG, stress and holter, cardiovascular surgery (including hybrid ORs), emergency departments, cardiologist offices, congestive heart failure and lipid clinics. Multiple Imaging Modalities “ Cardiac ultrasounds, nuclear medicine, computed tomography, x-ray angiography, magnetic resonance, computed and digital radiography. Interface Capabilities “ Hemodynamics, pacemaker and ICD systems, patient monitoring devices, infusion devices, laboratory reference labs, ECG units and stress machines. It is requested that interested parties provide a list of recent and relevant contracts, including both clinical and contracting points of contact, that demonstrate the ability to fulfill the above requirements. Interested parties should also indicate whether these products and services are available via a Federal Supply Schedule/Multiple Award Schedule contract, and if so, provide the contract number and a copy of the FSS/MAS price list for these products and services. VISN 3 may opt to invite respondents to this RFI to a vendor fair which will be held for market research purposes ONLY. Invitation to participate in the vendor fair is at the sole discretion of VISN 3.
