Description
RECOVERY PROJECT - Move Relocation Services for the IRS- ARRA Wayne Aspinall Federal Building Partial Modernization located Grand Junction, Colorado. The GSA Region 8, Denver Federal Center, Colorado Service Center awarded a Firm Fixed Price Contract to 8 (a) Contractor Prestige Corporate Relocation for Move Relocation Services for the IRS, with a total award of $75,506.99. CLIN 0001 Move Services for the IRS -Relocate the Grand Junction IRS office to swing space for the duration of the Wayne Aspinall ARRA Renovation project per the SOW. Project Description: MOVE SERVICES-STATEMENT OF WORK Project Origination and Destination Locations : From: Wayne Aspinal Federal Building 400 Rood St. Grand Junction, CO 81501 To: 562 25 Road, Suite # TBD Grand Junction, CO 81501 PROJECT SUMMARY: Relocation/move services are required in order to relocate 30 employees' boxes, chairs, office furniture, systems furniture, computer equipment & other miscellaneous items for the Grand Junction Internal Revenue Service's: Revenue Agents & Officers (RAO), Tax Compliance Officers (TCO), Criminal Investigations (CI) and Tax Customer Assistance (TAC) from the first and second floors of the Wayne Aspinal Federal building to a new office in a first floor retail center. All of the existing furniture and workstations are less than 2 years old and will be relocated by manufacturer certified installers (Allsteel, HON, and Technion). There is also some minor storage furniture (open shelving) that will be shipped from the Denver area and will require assembly and installation SCHEDULE: The new office construction is scheduled to be completed by November 30, 2010 and occupancy to begin on December 1, 2010. The move will be scheduled on one the following weekend of either December 2 - 5 or December 9-12. PRE-MOVE : 1) Provide & deliver approximately 600 colored labels. 2 months prior to the start of the move. 2) Provide & deliver approximately 500 boxes or crates, at least 2 weeks prior to the start of the move. 3) Conduct a walk-through of space. Meet with the GSA move coordinator, the IRS project manager, and IRS employees 4 weeks prior to the move to review the move process and determine the quantity of shelf carts, speed packs, etc required & to review locations of items to be moved. 4) Conduct move instruction meetings with tenants to instruct them on packing and communicate the move and installation process and schedule of activities. 5) Provide and place appropriately 40 move signs to each of the workspaces at the new building to direct movers. MOVE: A copy of the office inventory of existing furniture and floor plans of the existing space (approximated as-built plans) and proposed new floor plan are attached for review. A summary of the work follows: 1) Move 2 Hon 8'x8' workstations - work to be completed by certified HON installer. 2) Move 16 Allsteel 6'x8' workstations - work to be completed by certified Allsteel installer. 3) Deliver and install 5 new Allsteel workstations, to match the IRS Specification of 51B. 4) Move 2 6'x8', 1 2.5'x7', and 1 2'x4' Technion workstations - work to be completed by certified Technion installer. 6) Relocate all supply, file room, and office files and cabinets. 7) Relocate break room appliances; 1 full sized and 1 compact refrigerators, 1 vending machine and 2+ microwaves 8) Relocate all office computer room equipment to include, 1 pc set up per staff member, 1 desktop scanner set-up, 3 servers/racks (1-voip, 1-IRS & 1-CI), and VOIP equipment with IRS IT supervision. 9) Relocate 3+ shredders, 8-10 network printers, 4+ fax machines. 10) Relocate 1 wall-mounted bulletin conference board w/doors, 3+ white or bulletin boards. 11) Relocate 2-3coat racks 12) Relocate 1 TV. 13) Relocate any other miscellaneous furniture to be determined to be included in the move. Move Contractor Responsibilities: 0 The vendor shall be responsible for visiting the move areas prior to project commencement. 0 The vendor is responsible for making arrangements for building access, use of the freight elevators, insurance coverage, etc with each building property manager. 0 The vendor shall furnish all tools, dollies and handling equipment required. Neither GSA nor IRS will be responsible for lost or damaged contractor's equipment. 0 The vendor is responsible for the protection of existing structure and finishes of walls, doors, floors, elevators, etc to prevent damage at both the old and new sites. Any damage incurred to existing conditions will be the responsibility of the contractor to repair or correct. 0 The vendor will provide all necessary labor & coordination between subcontractors to complete all proposed move services on the agreed upon finish date. 0 The vendor shall verify existing and proposed conditions, all quantities included in this scope of work and all dimensions critical to proper completion of the work. Notify the IRS project manager at once when discrepancies/problems are found to exist. 0 The vendor and all of their employees will be issued and will wear an IRS "Visitor" badge so that it is visible at all times. This badge must be returned at the end of each workday and re-issued the following morning. The vendor shall remove all debris from the work areas at the end of each workday and shall vacuum the work area after installation & move-in. 0 The vendor shall include (as a separate line item on their bid) a cost to provide 2 men for 4 hours each of follow-up work to be performed the first workday after move-in. 0 The GSA Move Coordinator, IRS Project Manager & the vendor's project supervisor must approve any necessary changes, prior to their completion. Together they will determine if the changes are covered in the contract or they will result in a decrease/increase in contract cost. If the quantity of work is more/less than set forth in this statement of work, the contract cost will be increased/decreased as agreed upon between the GSA Move Coordinator, GSA Contracting Officer, and the vendor's project supervisor. An increase in price MUST be approved, in writing, by GSA, before any extra work can be performed. GOVERNMENT RESPONSIBILITIES: 1. The GSA Move Coordinator will provide to the contractor legible floor plans or maps of offices to be moved from and of the new location involved in the move. 2. The Client Agency staff will be responsible for tagging and marking all equipment, showing number and location where property is to be placed at the new location and providing detailed floor plans,with room numbers. This includes, among other items, floor mats, chairs, wastebaskets. Where requested, the Contractor will remove from walls bulletin boards and whiteboards. The Agency will be responsible to remove all wall-hangings, artwork, and agency wall mounted signage, and tag all items for placement in at the new location. The Agency will be responsible for relocation of personal items, including live plants.
