- NAICS Code: 5612 The Environmental Protection Agency (EPA) intends to award on a sole source basis in accordance with FAR 6.302-1 to Datawatch Systems, Inc, 4401 East West Highway, Suite 500, Bethesda, MD 20814 to purchase, maintenance and monitoring services for 33 card readers.Additionally, EPA will purchase maintenance for 33 Datawatch CCTV. EPA currently occupies the entire building at 1310 L Street. When EPA moved into the building, the Building Owner, Cafritz Company already had a Datawatch System for the garage in/out bound card readers, garage elevator lobbies, front door and back doors and the fire command center. Cafritz would not allow EPA/GSA to install a second access control system in the building. In addition to the card readers that are maintained by Cafritz Company, EPA currently has 33 card reader that are maintained and monitored by Datawatch Systems. In addition, there is a CCTV system that was already installed by Datawatch Systems before EPA moved in. Datawatch also continues to maintain the CCTV System for EPA. If the maintenance contract is awarded to any vendor other than Datawatch, approval would have to be obtained from the building owner. Additionally, the 33 card readers would have to be replaced. It would be a waste of Federal funds to replace the existing card readers at this time because they will have to be replaced again, in the next couple of years, as the Agency moves toward installing new systems to be compatible with EPASS cards (with chip). The building owner has stated in that past that they would not allow any other vendor to install readers because building employees would have to carry two different cards to access two types of readers in the building. The supplies and services to be provided are commercial within the meaning of FAR Clause 52.212.1. This statutory authority for other than full and open competition is USC 2304 (c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed proprietary items must indicate their interest on or before 12:00 PM local time, Washington, DC, on Friday, October 29, 2010. Oral communications are not acceptable. THIS NOTICE SHALL NOT BE CONSIDERED AS A REQUEST FOR QUOTATION/PROPOSAL. The purchase order will be issued by November 1, 2010 and will be for a period of 12 months. The Government will not be responsible for any costs incurred in responding to this notice.
