Description
STATEMENT OF WORK (SOW) FOR THE REFURBISHMENT OF TWO 27 FOOT SEAARK SECURITY BOATS WITH TRAILERS 1. SCOPE Refurbishment of two 27 foot harbor security boats to include removal of engines, sponson, engine guards, cleats and other accessories. Boats will be abrasive blasted, primed and painted as described below. The corresponding trailers will also have identified repairs. 2. BOAT IDENTIFICATION 2.1 Manufacture: SeaArk, HIN: 27HS0103 AND 27HS0104, Length: 27ft, Beam: 8ft, Hull Material: Aluminum, painted over, Weight: 7000lbs, Boat has center pilot house, and two Honda 135hp outboard engines. Boat located in Mayport, FL. 3. REQUIREMENTS 3.1 Contractors facility must be within 35 miles of NAS Jacksonville. 3.2 Military personnel will tow boat by trailer to and from contractor facility. 3.3 Contractor must have the lift capability to remove boat from trailer. 3.4 Parts provided by the government will be identified as GFM. 4. PERIOD OF PERFORMANCE 4.1 All work on the boats to be completed 60 days from contract award date. 5. WORK TO BE ACCOMPLISHED 5.1 Boats referenced in 2.1, boat to be delivered as arranged with government representative. 5.1.1 Operational test of boat with government representative, testing all electronic equipment, lights, horn, engine operation and steering system. Provide written copy of testing. 5.1.2 Defuel boat, remove soft patch, flush fuel tank, inspect tank for cracks. Notify government representative for inspection. 5.1.3 Clean wiring connections to tank level indicating system. 5.1.4 Replace fuel hoses and clamps from tank to fuel filters, tank fill and vent. 5.1.5 Replace rubber through hull flappers on transom. 5.1.6 Remove broken fasteners from soft patch, chase threads, install gasket, reseal and install new stainless steel screws to soft patch. 5.1.7 Prepare boat for refurbishment by removing engines, window frames, wipers, mast, deck lights, spot light, pilot house overhead panels, air conditioner, fuel filter/separators, radar, antenna and cleats, and sponsors. 5.1.8 Remove pilot house deck matting and clean pilot house deck and bulkheads. 5.1.9 Replace gaskets on hatch covers and generator access cover, Coat with spray silicone. Clean and lubricate hatch moving parts. Replace latch on generator access cover. 5.1.10 Replace seawater strainer and hoses to and from the generator. 5.1.11 Wash boat inside voids and outside with Chloride solution to remove all salt contaminants. 5.1.12 Inspect area under sponson for deterioration and holes. Notify government representative. 5.1.13 Abrasive blast boat hull and pilot house exterior to SP-10 profile. 5.1.14 Prime and Paint boat: -Apply two coats of Sherwin Williams Sea Guard 5000 epoxy primer to boat, rope guards & tow Support, as per manufacturer recommendations. -Apply by spraying one coat of Sherwin Williams Acrolon 218 topcoat to boat, rope guards & tow support, as per manufacturer recommendations (Haze Gray) -Apply 3 coats of Sherwin Williams Sea Guard Ablative Anti-Fouling from keel to waterline as per Manufacturer recommendations (Black) Apply American Safety non-skid to topside deck areas. Notify government representative for correct non-skid profile. 5.1.15 Sand, clean and paint window frames, install new weather stripping. 5.1.16 Sand, prime and spot paint approximately 5 square feet of surface in pilot house as identified by government representative. 5.1.17 Install new anti-fatigue deck matting in pilot house. 5.1.18 Replace fuel tank fill connection. 5.1.19 Install 3 inch black graphics lettering centered on transom 27HS0103 and 27HS0104 . 5.1.20 Remove and replace deteriorated wood electrical board in generator compartment with Delrin material and reinstall wiring to ABYC standards. 5.1.21 Reinstall engines with new fuel lines and clamps to filter separator housings and replace filters. 5.1.22 Replace fuel hose through hull nuts on transom. 5.1.23 Replace windshield wiper arms and blades. 5.1.24 Attach mast for anchor light to pilot house using one stainless screw with nylock nut and one stainless toggle pin with lanyard. Install wear block to protect mast in the down position. 5.1.25 Reinstall air conditioner, radar, antenna, horn, lights, searchlight, cleats and sponsons. 5.1.26 Install new overhead panels in pilot house. 5.1.27 Reinstall window frames and windows. 5.1.28 Install two new zinc anodes on transom. 5.1.29 Grease using marine grease all zerk fittings on engines. 5.1.30 Operational test boat with government representative ensuring all equipment, gauges, safety devices, bilge pumps operate as designed. 5.2 TRAILER 5.2.1 Inspect trailer with government representative. 5.2.2 Repack bearings, install seal savers and bearing buddies. 5.2.3 Replace carpet and install glyde strips on bunk boards. 5.2.4 Replace breakaway chain with stainless cable and thimbles. 5.2.5 Install forward tie down hooks on trailer and manufacture four tie down straps. 5.2.6 Grease surge brake assembly and check operation of brakes and lighting.
