- This announcement constitutes a Sources Sought Synopsis/RFI for non-personal services. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. Submission of information will be reproduced and submitted to the 519 SMXS/MXDEB program offices for review and will be used to develop the acquisition strategy and possibly a Request for Quotation. 1. Purpose. Market Research is being conducted to seek qualified contractors other than Vision Systems International (VSI), with the skills, knowledge, and resources required to complete this effort. The following information is provided to to identify potential providers with capabilities to provide services in support of 309 Software Support Group/519 SMXS/MXDEB, which require contractor support to develop and deliver an electronic cockpit map data file for the Joint Helmet Mounted Cueing System (JHMCS) Electronic Unit (EU) that is compatible with the Magnetic Transmitter Unit (MTU) in the F-16 Integration Test Station at Hill AFB. Contractor requirement is to be prepared to deliver the electronic cockpit map data file within 4 months after contract award. 2. Background. The 309 SMXG/519 SMXS/MXDEB, commonly known as F-16 COMET, are developing an Avionics Integration Support Facility (AISF) required by the Air Force to support the development of Block 50 F-16 Operational Flight Program (OFP) software. As part of this facility, the Integration Test Station (ITS) incorporates actual F-16 Line Replaceable Units (LRUs) in a simulated environment and enables the loading and testing of OFP source code prior to flight test. The Joint Helmet Mounted Cueing system (JHMCS) is required to be part of the ITS. 3. Program Overview. The Joint Helmet Mounted Cueing System (JHMCS) consists of an Electronics Unit (EU), Magnetic Sensor Unit (MSU), Helmet, Visor Display, and cables. It is required in the ITS in order to receive and initiate data signals to and from LRUs under test so that OFP software can be tested. The subject JHMCS Cockpit Map Data File is loaded into the EU in order to define cockpit configuration, in this case ITS component positioning. Vision Systems International (VSI) developed the software and aircraft-specific map data files that are loaded and reside in the EU. VSI holds all proprietary data rights to the JHMCS EU software. 4. Information for Interested parties The contractor shall deliver an electronic cockpit map data file for the Joint Helmet Mounted Cueing System (JHMCS) Electronic Unit (EU) that is compatible with the Magnetic Transmitter Unit (MTU) in the F-16 Integration Test Station at Hill AFB. Contractor must not only have IT and programming skills, but most importantly have functional knowledge and expertise on the meaning and purpose of data that is imported and published. The custom map data file must be developed and delivered within 4 months after contract award. The custom lab map data file must have ability to load into the JHMCS EU using the existing F-16 Viper OFP load tool. Timeline for the RFQ is in process but is not completed for this effort and there is no availability date for a draft RFQ. 5. Market Survey / RFI Questions.
