Description
NAICS Code: 611310 The US EPA/OAR Clean Air Markets Division (CAMD), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to the University of Virginia of Charlottesville, VA for site locationdocumentation information for streams in Virginia, West Virginia, and Maryland. The period of performance will be from the date of award through November 7, 2011. The justification is as follows. The purpose of this acquisition is to obtain specific site location documentation information for streams in Virginia, West Virginia, and Maryland. The service rendered to EPA under this procurement is to produce and deliver valid site documentation data and site attribute information (geographic coordinates, elevation, site maps and photographic images files). As of September 1, 2010, University of Virginia has taken over sampling of water chemistry at these 32 stream monitoring sites. University of Virginia will be using this site documentation and access information during the sampling of these sites. The use of another source would create a duplicate effort as the University of Virginia would still have to visit the sites before the sampling could commence. Additionally, University of Virginia researchers have worked extensively in the region and have unique, established partnerships with local land owners and the U.S. Forest Service. These relationships are vital for gaining access to the stream sites and a history of working in the area is a key component to ensuring that access privileges remain or are granted. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered. Responses to this announcement must be in writing to the contract specialist at daniels.ryan@epa.gov.
