Description
Synopsis of the proposed dredging South Brother Island Channel of the East River, NY Federal Navigation Project The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging in the South Brother Island Channel of the East River, NY Federal Navigation Project, with subsequent placement of the dredged material at the Historic Area Remediation Site (HARS). The proposed maintenance dredging would remove up to a maximum of 300,000 cubic yards of sediment (approx. 225,000 cubic yards as basic work and the remaining 75,000 cubic yards as options) to a depth of 35 ft. below Mean Low Water (MLW) with 2 ft allowable over-depth. Due to restrictions found in the water quality certificate, the proposed work must/can only be performed by a large mechanical dredge with a closed environmental clamshell bucket. Additional multiple barges and tug boats are needed to perform the work during dredging, transport and placement of the dredged material. The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him the notice to proceed, to prosecute said work diligently and to complete the basic work ready for use not later than seventy five (75) calendar days after the receipt by them of the notice to proceed. There are several options to the contract. The time for contract completion of each option will be determined by allowing a rate of one calendar day for each 4,000 cubic yards removed. The contractor is required to maintain an integrated production of at least 4,000 cubic yards per calendar day. The work is estimated to cost between $2,500,000 and $4,000,000 (basic and options). Plans/Specs for the subject project would be available on/about 15 November 2010, with bid opening on/about 20 December 2010. It is the intention of the Government to award in December 2010 and issue the NTP on/about 5 January 2011. Liquidated Damages - $1,706.00 per calendar day of delay until all work under the contract is accepted This procurement is being solicited under Full and Open Competition. The applicable NAICS Code is 237990 Other Heavy and Civil Engineering Construction. The small business size is $20,000,000.00. The SIC Code is 1629 heavy construction not elsewhere classified. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on Department of Defense (DoD) contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 April 2007, the system, Contractor Performance Assessment Reporting System (CPARS), requires both the contractor and the Government to submit their portion of the CPARS report via the internet for construction contracts in excess of $100,000.00. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract. In the meantime, to become familiar with the system, the CPARS website has a computer-based training module and a practice session for your use at https://www.nwp.usace.army.mil/ct/I/home.asp by following the links to the training. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Prospective contractors must be registered in the DoD CCR database prior to award. Lack of registration in CCR will make and offeror ineligible to download the solicitation for award.
