- Design Build Terms & Conditions RFP Package The purpose of this posting is to publish RFP No: RSB-052 for the Design and Build of a new three-story office building approximately, 64,000 sq ft, part of the Research Support Building (RSB) project. Please disregard all previous documentation that was issued during the Draft RFP process. Please review all documents in its entirety. Vendors interested in being considered as a potential source should identify themselves as an "interested party" via the FBO portal and submit Step 1 proposals. Because this action requires a high degree of technical, personnel and managerial capability, capacity, experience, and management excellence, the selection process will involve a two step process. Interested offerors, are required to respond to Step 1 ONLY - Statement of Qualifications and Past/Present Performance, listed in Section L and Section M of the RFP by 12:00pm Pacific Time on Tuesday, November 16, 2010. Questions/Comments/Clarifications will only be accepted in writing by the potential General Contractor, all potential lower-tier subcontractors shall submit all questions/comments through the potential GC. All Questions/Comments/Clarifications are due by 12:00pm Pacific Time, Monday, November 8, 2010 for Step 1 only. Question and responses will be posted on FBO on/about Wednesday, November 10, 2010. All attachments for Sections C and J of the RFP are provided in the Drop Box indicated on the sections. The first step is to review the general subcontractor's qualifications and past performance. The firms viewed as qualified to meet all requirements will be requested to submit a detailed technical/price proposal with final selection of the general subcontractor that provides best value to SLAC and DOE. All communication will be handled through the SLAC Procurement Representative via email only, any potential offeror that contacts any other SLAC staff member in regards to this potential contract may render themselves ineligible to propose on this opportunity. SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.
