- NOTICE OF CONTRACT ACTION (NOCA): Air Force Subscale Aerial Targets (AFSAT) BQM-167A Peculiar Support Equipment (PSE) - The Air Armament Center, Armament Directorate, Test & Training System Division, Aerial Targets Branch, Contracting Office, Eglin AFB FL, intends to award a sole source modification to the existing contract to Composite Engineering Inc. (CEi), located at 5381 Raley Blvd, Sacramento, CA 92632 for the procurement of the following BQM-167A PSE: (4 EA) Target Test Sets (TTS), with a lead time of 8 months; (5 EA) Rocket Assisted Takeoff (RATO) Empennage Safety Assemblies, with a lead time of 4 months. This equipment will be utilized in the operation and maintenance of the BQM-167A Subscale Aerial Target, and must be compatible with the BQM-167A design. The Government does not own a technical data package or software data rights for the BQM-167A target system and its peculiar support equipment, and therefore cannot provide this data to interested parties. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the government to any specific acquisition approach. This is not a request for competitive proposals. Interested parties may submit capabilities statements for the Government's consideration by response date on this notification. The Government will not be responsible for any costs incurred in the preparation of capabilities statements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
