Description
In accordance with Section 3.2.1.3.11.1 of the FAA Acquisition Management System (AMS), industry is hereby informed that the FAA anticipates a potential maximum ten-year (a four-year base period and two (2) three-year option periods) Cost Plus Award Fee (CPAF) contract requirement to provide implementation support services in connection with National Airspace System (NAS) capital improvements, as more fully and specifically described in the draft Statement of Work (SOW) attached as Attachment 1. The purpose of this market survey is to inform industry of the potential contract opportunity and solicit capabilities statements and certain other information from interested vendors capable of providing the services set forth in the draft SOW. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The Principle North American Industry Classification System (NAICS) code for this effort are:Construction - 532412Electronic Systems Installation - 541990Drafting - 541340Engineering - 541330 Interested vendors must respond with information that describes their capabilities to meet the requirements set forth in the draft SOW. The specific information required to be submitted is described in Attachment 2. The FAA intends to review all responses to gain an understanding of the knowledge, experience, and capabilities of participants in the subject market. Any vendor responding to this notice shall also complete and submit the Business Declaration Form attached as Attachment 3. This notice is for informational and planning purposes only. The FAA is not seeking or accepting unsolicited proposals. This is not a solicitation. This notice is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. This notice should not be construed as a commitment of any type by the Government to take or not to take any action. No evaluation letters or results will be issued to respondents. The Government will not reimburse any costs incurred by vendors in responding to this notice. This notice does not restrict the Government as to the ultimate acquisition approach it may take in connection with this requirement. Responses to this market survey shall be submitted to the FAA via e-mail at TSSC-TIPS@faa.gov no later than 3:00 PM (EST) on December 3, 2010. The point of contact for questions or clarifications pertaining to this market survey is Eugene Kimbrough at TSSC-TIPS@faa.gov. No telephone inquiries will be accepted. Please note that, at this point, the FAA does not anticipate holding a pre-proposal conference in connection with this procurement. Further, the FAA anticipates that the procurement process will be paperless.
