- 1. Next Generation Wireless Blanket Purchase Agreements (NGW-BPAs) Industry Day/Pre-Solicitation Conference A. The National Capital Region Contracting Center (NCRCC), Division C, is anticipating an Industry Day/Pre-Solicitation Conference sometime between January 24-27, 2011, in the Washington D.C. area. This Pre-Solicitation Conference will articulate the requirements for commercial cellular wireless voice and data services and related equipment, data analysis, support, and maintenance services. Service providers shall offer Commercial Off-The-Shelf (COTS) wireless devices such as cellular phones, pagers, Service Enabling Devices (SEDs) and accessories. Related services include voice-only, international, Short Message Service (SMS), SMS with Instant Messaging (IM), Multimedia Messaging Service (MMS), secure voice, and directory assistance. Service area coverage includes the Continental United States (CONUS) (to include Hawaii, Alaska and U.S. territories) and Outside the Continental United States (OCONUS) through non-U.S. roaming agreements. B. The purpose of this event is to provide industry an opportunity to have a better understanding of the program requirements and for the Government to seek industry feedback. The conference is intended to provide a briefing of the draft solicitation as well as hold breakout sessions between industry and Government. Additional details regarding the conference location, directions, and access requirements to the facility will be forthcoming. C. Attendance shall be limited to no more than three (3) representatives per firm. Proof of identification for each individual will be required for access into the conference. Companies planning to have representatives attend the Industry Day/Pre-Solicitation conference will be required to fill out the Pre-Registration form provided as an attachment to this notice. This conference is a no-fee event. The attendees shall return the completed Pre-Registration form via e-mail to the contracting office point of contact, Tamara Clause, tamara.clause@us.army.mil no later than 5:00pm AZ time on November 29, 2010. The NGW-BPAs Industry Day/Pre-Solicitation conference will be at the unclassified level. D. All communications regarding this announcement, including the agenda, will be posted to FedBizOpps. The Government requests that industry utilize the FedBizOpps web site as their source for obtaining any updates regarding this event and future acquisition. 2. Draft Request For Quote A. The NCRCC, Division C, anticipates the issuance of a Draft Request For Quote (DRFQ) for the NGW-BPAs acquisition on or about the middle of December. B. The DRFQ and attachments, when released, will only be available on the FedBizOpps website. Please do not call to request copies of the DRFQ or ask questions related to the DRFQ. Comments or questions on the DRFQ will be required to be submitted via e-mail to tamara.clause@us.army.mil not later than 5:00pm AZ time on January 10, 2011. C. It is requested that all participants review the DFRQ prior to attendance and submit any specific questions and/or comments regarding the DRFQ via e-mail to the point of contact mentioned above. There will be time allowed for any additional questions and/or comments. 3. Additional Info This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
