Description
The Fleet and Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Office intends to acquire administrative support services for Naval Hospital Jacksonville, Florida. The Naval Hospital Jacksonville is a medical and surgical hospital offering inpatient and outpatient care to active duty personnel and TRICARE Prime enrollees. Each year the hospital treats over 400,000 outpatients and admits about 10,000 inpatients. Providing a wide range of general and specialized outpatient health care, the hospital and its branch clinics serve a beneficiary population of more than 194,000 people. Administrative Support Services shall be provided for the purpose of Appointment, Third Party Collections/Billing, Pharmacy Benefits and Medical Administration Support Services throughout Naval Hospital Jacksonville and associated Navy Branch Health Clinics under the Medical Treatment Facility ™s area of responsibility. The Appointment Support Services will consist of, but not limited to, scheduling patient appointments, verifying CHCS registration, and updating patient registration through the CHCS terminals, as well as collecting and scheduling consults, and processing of ADS forms. Third party Collections/Billing Services consist of, but not limited to, initiating billing and receives reimbursement from third party insurance companies for health care services provided to covered beneficiaries. The Pharmacy Benefits Support Services consist of, but not limited to, collecting and maintaining Other Health Insurance (OHI) utilizing the DD-2569 and provide patient education regarding the TRICARE pharmacy benefit and options for filling prescriptions. The Medical Administration Support Services will consist of, but not limited to, coding ADM forms, medical record data input, data verification, record maintenance, tracking, updating, editing and maintaining patient medical information through an automated health care tracking system. Administrative Support Services will be performed within the United States by U.S. citizens. Vendors who submit an offer for consideration under this requirement acknowledges this restriction by their signature on their offer. The proposed procurement is being processed as a 100% Small Business Set-Aside. FISC ™s intent is to issue a firm-fixed price contract in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 15 (Contracting By Negotiation) procedures. The Period of Performance will begin on 01 April 2011 and will not extend past 60 months of service. The solicitation will be made available electronically upon its release to www.neco.navy.mil on or around December 1, 2010. The applicable NAICS code is 561110 and the applicable solicitation number is N00189-11-R-Z007.
