- This HERBB page is intended to address industry questions or concerns, mainly serving as a focal area to inform industry on the state of ESC/CAA Advisory & Assistance Support (A&AS) services. Contractors are highly encouraged to contact the Contracting Officer listed on this page for questions or concerns and are also highly encouraged to utilize this HERBB page as a resource for up-to-date information. To address industry questions or concerns, ESC/CAA plans to host an Industry Day for current General Services Contracts: Engineering and Technology Acquisition Support Services (ETASS), Professional Acquisition Support Services (PASS), and Specialized Cost Services (SCS). Notices will be posted as details come. ETASS, PASS, and SCS account for A&AS support across ESC including but not limited to Geographically Separated Units throughout the US. ETASS supports engineering capabilities required to successfully perform technical efforts in support of ESC programs. These may include all or a subset of the engineering spectrum with related engineering skill-sets in related disciplines. This spectrum encompasses support of Program/Project Engineering, Systems Engineering/System Architecting, System of Systems Engineering and Enterprise Systems Engineering. The types of services the contractor shall provide under the ETASS contract include, but are not limited to, engineering services, engineering support, technical support, provisioning and logistics support, modeling and simulation, configuration and data management, architectural support, test and evaluation, security engineering and certification, capability based planning, commercial-off-the-shelf integration support, integrated master plans and scheduling, and technical reviews. PASS supports systems acquisition to ESC program offices for research and development (R&D) support, acquisition, integration, test, deployment, and sustainment of Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) systems, NetCentric Operations, AF Networks and Integrated Information Systems and Enterprise Resource Planning (ERP). The types of support services under this program include, but are not limited to R&D in Electronics, Development Planning Analyses, Acquisition Engineering, Specialty Engineering, (System Safety, Human Factors, Reliability and Maintainability, Electromagnetic Compatibility, Quality Assurance and Test and Evaluation, Computer Resources/Software Engineering Support, Communications), Manufacturing Engineering, Facility Acquisition Engineering, Integrated Logistics Support, Configuration and Data Management, and Financial Management Support. SCS supports all of the cost service support activities necessary for quantitative determination of requirements for ESC's research and development, procurements, and operations and support acquisition efforts. This includes integration, test and deployment of acquisition systems. The types of support services under this program include, but are not limited to Cost Estimating, Cost and Economic Analysis, Cost Research, Support of the ESC Cost Tools, Development and Sustainment of Cost Tools, Development and Presentation of Cost Tools Training, Data Collection and Analysis, and Earned Value Management Systems Analysis and Training. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or a commitment by the Government to contract for services contained in this announcement. The Government will not pay respondents for participation or information in response to this announcement.
