Description
The Defense Advanced Research Projects Agency, Strategic Technology Office (STO) intends to award a Sole Source contract to Materials Modification, Inc. (MMI) for a follow-on effort to the Lightweight Ceramic Armor Program to continue development and scale-up of the Plasma Pressure Compaction (P2C) ceramic consolidation technology and testing of ceramic-based body armor systems produced using this unconventional ceramic processing technique. MMI previously received a DARPA-funded contract for research and development related to their proprietary P2C system. The intended new effort will require MMI to further develop and demonstrate a unique procedure for producing high-density, curved ceramic plates up to 7' x 8' in size. The high-performance ceramic tiles will be integrated into a proprietary hybrid composite armor system and will be tested to meet Army ballistic specifications. The contractor will be required to demonstrate a consistent ceramic consolidation process featuring reduced time and temperature in comparison to conventional consolidation approaches. This scaled P2C system will allow for consolidation of both nano- and submicron-sized powders. MMI is the only source known to the Government with the requisite capabilities, facilities, and experiences to perform the follow-on Lightweight Ceramic Armor effort within the Government's cost and schedule constraints due to the proprietary nature of the novel P2C approach. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals and no solicitation is currently available. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. Responses/proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
