- THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP). THE FORMAL SOLICITATION (HSCG38-11-R-200001) IS EXPECTED TO BE POSTED WITHIN THIRTY (30) DAYS AFTER THE CLOSING DATE OF THIS NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The solicitation is for a Firm Fixed Price Requirements Type Contract with a one year base period and two one year option periods. The applicable NAICS is 336413 and the small business size standard is 1,000 employees. This procurement is unrestricted. The list of parts will be included in the solicitation in an Excel Format which shall be used to submit the proposal. The spares must be obtained from a responsible vendor that is a manufacturer approved source or that can provide Manufacturer's Certificate of Conformance (COC) or FAA certifications. Alternate Parts will be authorized by the Technical Services/Engineering personnel if they are an approved alternate under the North Atlantic Treaty Organization (NATO) catalog system, which improves interoperability between NATO and commercial cataloging systems. Alternate parts must satisfy all form, fit, and function requirements of the original parts and conform to the approved configuration of the United States Coast Guard HH-65 aircraft. The parts are to be delivered to: USCG, Aviation Logistics Center, Receiving Bldg 63, Elizabeth City, NC 27909. Final acceptance shall be at destination. Award will be made to the offeror(s) that is most advantageous to the Government. The following factors, listed in the order of importance, will be used to evaluate offers: technical capability, delivery, past performance and price. The Coast Guard does not own nor can it provide drawings or specifications for the spares that will be solicited.
