- United States Coast Guard – Request for Information Actuarial Support Services The United States Coast Guard (USCG) Office of Contract Operations is issuing this Request for Information (RFI) as part of a market research and information gathering process to determine the availability Actuarial Support Services. The USCG is seeking information and qualified, interested sources to provide Actuarial support for the USCG Office of Planning, Resources and Procurement Office of Resource Management (CG-83) at the USCG's Washington DC Headquarters. Tasks are anticipated to include: analyzing data, determining actuarial liabilities for benefits payable in the future, determining liabilities for health care services that have been incurred but not reported (IBNR), preparing forecast budget and liability reports, updating health care and travel cost claims assumptions, preparing experience studies to update decrement and salary increase assumptions, providing audit support services prior to and during financial audits, and assisting the Coast Guard in addressing audit findings. The contractor will be responsible for valuation and budget forecast services for three military benefit plans: Retirement Plan, Retiree Health Care Plan, and Permanent Change of Station (travel expense) plan. Additionally, the Budget forecasts shall include forecasting expenses for Health Care for active members of the Coast Guard. It is anticipated that all budget calculations shall be performed using software that is available for purchase or lease to all actuaries, which is generally accepted by the actuarial profession. The annual liability reports for the retirement plan shall include a full analysis of actuarial gains and losses by source and the liability reports for the retiree health plan shall include a trend rate sensitivity analysis. It is anticipated that work performed would require independent review for accuracy and be signed by two actuaries. Actuaries would be required to be current with 'Qualification Standards for Actuaries' within the appropriate field of practice, and be enrolled in the Military Requirement System to perform actuarial service under the Employee Retirement Income Security Act of 1974. Interested parties should provide a brief capabilities statement of not more than five (5) pages, excluding a Coversheet. In addition to information provided as to technical capabilities, interested parties shall provide their Point of Contact, DUNS Number, Small Business Classification, pertinent GSA Schedule Contract Numbers, DHS Contract Numbers, and the applicable NACIS and Product Service Codes. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government in determining or planning its acquisition approach. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. No hard copy or Facimile submissions will be accepted.
