Description
ASPN STO Proposers Day Full DARPA-BAA-11-14 Document The All Source Positioning and Navigation (ASPN) program seeks to enable low cost, robust, and seamless navigation solutions for military users on any operational platform and in any environment, with or without GPS. In particular, ASPN will develop the architectures, abstraction method, and navigation filtering algorithms needed for rapid integration and reconfiguration of any combination of sensors. This will enable rapid adaptation to evolving missions as well as reduce the system integration costs and time-to-market for navigation solutions in general. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems related to navigation filtering or fusion algorithms, communication and processing architectures, and abstraction of the interfaces between navigation filters and measurement sensors. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. PROPOSERS' DAY CONFERENCE DARPA will host a Proposers' Day Workshop in support of the BAA11-14, All Source Positioning and Navigation (ASPN) program on November 12, 2010 via web conference, from 9am to 1pm. The purpose of this conference is to provide information on the ASPN program; promote additional discussion on this topic; address questions from potential proposers; and provide a forum for potential proposers to present their capabilities for teaming opportunities. PROGRAM OBJECTIVE AND DESCRIPTION: The All Source Positioning and Navigation (ASPN) program seeks to enable low cost, robust, and seamless navigation solutions for military users on any operational platform and in any environment, with or without GPS. In particular, ASPN will develop the architectures, abstraction methods, and navigation filtering algorithms needed for rapid integration and reconfiguration of any combination of sensors. This will enable rapid adaptation to evolving missions as well as reduce the system integration costs and time-to-market for navigation solutions in general. Topic One: Navigation Algorithms. This topic focuses on the derivation and development of new navigation filtering (e.g., fusion) algorithms for positioning and navigation solutions. Topic Two: Navigation Software Architecture. This topic addresses the development of novel processing approaches and/or architectures that support plug-and-play reconfiguration of both sensors and IMU devices on a navigation system. REGISTRATION INFORMATION: Participants must register NLT November 9, 2010 at the following website: http://www.schafertmd.com/aspn/. All other materials, including instructions for participation in the web conference, are also available on the website. There is no registration fee for attending this conference. The Proposers' Day will be unclassified and open to the general public. Due to call-in line limitations, attendance will be limited to the first 50 registrants, with no more than one registrant per organization and call-in location. All attendees will be required to fax government issued photo identification in order to log on to the event. Additionally, all US Citizens are required to submit a US Citizenship Verification form in order to attend this conference. Non-US citizens are required to submit a DARPA Form 60 "Foreign National Visit Request". The completed Citizenship Form or DARPA Form 60 must be faxed to: Angela Burton, Schafer Corperation, fax 703-807-1732, phone 703-516-6092, no later than November 9, 2010. Both documents are available for download at the registration website. The Proposers' Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose to any potential related Broad Agency Announcements or potential research solicitations on this topic. DARPA will not provide reimbursement for any costs incurred to participate in this Proposer's Day. To facilitate potential teaming discussions and interchange among the potential proposer community, an online message board/discussion forum will be created. A list of Proposers' Day registrants' contact information will also be made available. Additionally, attendees who would like to present company overviews, discuss their technology expertise, and/or discuss teaming opportunities in scheduled presentations at the conference may request to do so. Presentations may contain 5 slides and are limited to five (5) minutes each (including logistical issues). Proposers desiring to reserve a time to present at the Proposers' Day Conference should contact Angela Burton (angela.burton.ctr@darpa.mil) as soon as possible, but no later than the registration cutoff date for the Proposers' Day Conference. All material to be displayed at the conference must be approved in advance by both the organization that funded the research and the DARPA Program Manager. The DARPA Program Manager will screen the proposed material for sensitive but unclassified material and approve in advance any presentations. It is the presenter's responsibility to ensure that all material they plan to present at the Proposers' Day Conference has been approved by the funding organization in advance. An electronic copy of all material to be presented must be provided to the DARPA Program Manager for review by November 9, 20010. There will be no exceptions to this requirement. NOTE: PLEASE DO NOT CONTACT THE CONTRACTING OFFICER IDENTIFIED BELOW WITH RESPECT TO THIS PROPOSERS' DAY ANNOUNCEMENT, BUT INSTEAD ADDRESS ALL INQUIRIES AS OTHERWISE SPECIFIED HEREIN. See Full DARPA-BAA-11-14 Attached.
