- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to solicit on an unrestricted basis a requirement for Operation and Maintenance (O&M) services in support of the Forces Surveillance Support Center (FSSC) Relocatable Over the Horizon Radar (ROTHR) System. The ROTHR System is a radar system that detects and tracks drug trafficking activities in Northern South American and Caribbean and Gulf of Mexico basins. It is used by the Navy, North American Defense (NORAD), Customs, Drug Enforcement Agency (DEA), and other national security agencies. ROTHR Systems are located in Virginia, Texas, and Puerto Rico. The Contractor shall operate, maintain, and support the ROTHR Systems 24 hours per day, 7 days per week. Additionally, the effort includes systems engineering, engineering change proposal preparation and analysis, failure analysis, configuration management, preparation, installation and testing of field change kits, logistics support, training, and repair and refurbishment services. This requirement presents several challenges to the Contractor including having to work with a mature system, dealing with parts obsolescence, and the Government does not possess the Level III technical data associated with this unique legacy system. See Numbered Note 26. FISC will be conducting an Industry Day for the requirement on Wednesday, 01 December 2010 in Chesapeake, VA. The purpose of this Industry Day is to provide interested parties with an overview of the ROTHR O&M requirement, as well as to discuss a draft of the possible Request for Proposals (RFP). A solicitation is not being issued at this time and this draft RFP and Industry Day meeting shall not be construed as a commitment by the Government, nor does it restrict the Government to a particular acquisition approach. Questions and comments from Industry are welcome and encouraged prior to and during the meeting. All questions and answers may be subject to being shared with all prospective offerors. As this is not a solicitation, no attendee should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Questions and conversation that appears to steer in this direction will be discouraged. Participation in the Industry Day is strictly voluntary and the U.S. Government will not reimburse contractors for any cost incurred for their participation. In addition, any information provided to the Government is to be submitted at no cost or obligation to the Government. All information discussed and/or provided to the Government will be considered. However, in the event that a solicitation is issued, the solicitation will represent the Government's final decision and no explanation for the Government's rationale as to what is or is not ultimately included will be provided. Specific details regarding this Industry Day as well as a draft of the RFP will be posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) no later than 17 November 2010.
