Description
THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Sources Sought notice with the intent to award a sole source contract to Ascend Worldwide, Ltd. (AWL) under the authority of FAr 6.302 because AWL is uniquely qualified to provide access to the Ascend web-based aviation system inquiry database as described in this notice. Notice is provided as information to the Markeplace, Market Research and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to perform the required work. Background The NTSB has a requirement for 1 user to access the Ascend web-based aviation system inquiry database for 1 year. Ascend is a software tool that enables users to access information about transport aircraft worldwide. Ascend is a worldwide reference standard that is used to support accident investigation and safety research in an efficient and cost effective manner. This software tool will be used by the National Transportation Safety Board (NTSB) to obtain information on the worldwide air carrier fleet to support accident investigations and safety research. Ascend is a proprietary system of AWL. AWL is unique in that it is the only known company that provides access to this database. No other company is known to have developed such a comprehensive database of aircraft fleet and operations data. In addition to managing an enormous set historical fleet and utilization data for aircraft, AWL has a unique working relationship with manufacturers, operators, and insurance agencies that allows them to maintain the most up-to-date database. Required Capabilities The system's basic requirements are a web-based database that contains full histories of over 60,000 aircraft and includes accident data on all known jet and turboprop major accidents and total losses worldwide. The database must include technical data on jets and turboprops including weights, setting capacities and dimensions. Additionaly, the database must include hours and cycle data for jets and turboprops. Ascend provides in depth contractor knowledge of it's software which provides NTSB insight into understanding th egeographic context of its data, allowing NTSB to see relationships and identify patterns in new ways. Finally, the system must include data on scheduled deliveries, lease expirations and aircraft conversions; locations of stored aircraft; transaction and market information for new and used aircraft sales, leases and financing. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice should, must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements;(3) business/contracts/marketing office point(s) of contact; (4) notification of business size and/or special status; and (5) any additional inforamtion that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five (5)-page submission limit plus web links and any specialized product descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to perform the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognized that proprietary data may be a part of your submittal. If so, clearly marks such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprieatary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by NTSB. Parties must submit information within three (3) days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice.
