Description
This publication serves as a notice of intent to solicit a quote for electronics/software/calibration upgrades for three Tunable Diode Laser (TDL) hygrometers for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL from Port City Instruments LLC, Wilmington, NC. The government intends to procure the electronics/software/calibration upgrades to the TDL hygrometers under the authority of FAR Part 13, 106-1(b). The government intends to issue a fixed price purchase order to Port City Instruments LLC to replace the CPU board and boot device, the I/O subsystem, the laser control and signal processing board, upgrades to the software version and recalibrate the system. The results of market research substantiate that Port City Instruments LLC is the only source, in accordance with FAR 6.302-1, that can satisfy AOC's need for repair, upgrade and to maintain the TDL hygrometers. The original manufacturer, Maycomm Instruments LLC, no longer exists. Port City Instruments LLC holds all of the proprietary engineering and manufacturing documents. This is a simplified acquisition under $25,000.00. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
