Description
The U. S. Army Corp of Engineers Mobile District has a requirement to relocate approximately 100 of Index 300-44 to accommodate the US Army Corps of Engineers project for new seawall paralleling Beach Blvd in Bay St. Louis, Mississippi and intends to negotiate a Sole Source commercial contract under the authority of FAR 6.302. The project shall include temporary relocation services for Gulf South pipeline as required during installation of the Seawall monolith section at current pipeline site to include Engineering and Inspection services. Gulf South Gas Pipeline, LP owns and operates an existing subterranean natural gas transmission pipeline that crosses the footprint of the seawall. Therefore, seawall construction must be coordinated with existing site features to accommodate safe and efficient pipeline system operations. Further, Gulf South possesses the necessary expertise and knowledge of the existing pipeline system controls, including shut off valves and safety controls to support bypass systems and safe construction operations. Services must be completed by 30 September 2011. It is anticipated that a Firm-Fixed Price Contract will be awarded. The (NAICS) code is 237120 and size standard is $33.5 Mil. Interested persons may identify their interest and capability to respond to the requirement. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
